He began his career with the U.S. Arms Control and Disarmament Agency and specialized in regional arms control issues. He has been a defense analyst with System Planning Corporation, R&D Associates, Science Applications International Corporation, and SRS Technologies. He holds an M.A. and a Ph.D. from the Johns Hopkins University and a B.A. from Pomona College.· Hon. Tidal McCoy Vice President, Government Relations, Thiokol The Honorable Tidal W. McCoy was elected Chairman of the Board of the Space Transportation Association in February 1996. Mr. McCoy was appointed Vice President, Governmental Relations, Thiokol Corporation in 1989. His 30 years of service in the US Army included two combat tours, a variety of troop and staff assignments, and instructor duty at the US Military Academy and the School of Advanced Military Studies at Fort Leavenworth. Mr. Bjerde also served as Vice President of FFV Development Inc. in Alexandria, Virginia from 1985-1988. He was previously Head of Section, Swedish Defense Materiel Administration in Stockholm, Sweden. · Hon. James M. Bodner, Principal DUSD, OUSD The Honorable James Bodner is Principal Deputy Under Secretary of Defense for Policy and Counselor to the Secretary of Defense. Mr. Bodner is responsible for defense strategy and plans, international security policy, international arms sales and security cooperation, including technology transfer and military training, and industrial security and export controls. Mr. Bodner assumed his current position on October 1, 1998. Serving concurrently as Counselor to Secretary Cohen, he advises on the range of other issues involving the Defense Department and on general management of the department. · Hon. William A. Reinsch, US for Export Administration, US Dept. of Commerce The Honorable William A. Reinsch, Under Secretary for Export Administration, US Department of Commerce, is charged with administering and enforcing the export control policies and the antiboycott laws of the US government. From 1977-1993, Mr. Reinsch served consecutively as Senior Legislative Assistant to the late Senator John D. Heinz and to Senator John D. Rockefeller, IV. He received a B.A. degree in International Relations from The Johns Hopkins University and an M.A. degree from The Johns Hopkins School of Advanced International Studies.· Gregory M. Suchan, DAS of State, Bureau of Political-Military Affairs Gregory M. Suchan has been Deputy Assistant Secretary of State for Plans and Policy in the Bureau of Political-Military Affairs since May 1, 2000. His direct responsibilities include supervision of the Office of Defense Trade Controls (PM/DTC) and the Office of Regional Security and Arms Transfers (PM/RSAT). Overall, the arms transfers reviewed by these offices amount to over $30 billion each year. In addition, Mr. Suchan is responsible within the PM bureau for regional security issues, including conducting bilateral security dialogues with more than twenty countries every year. Moderator: Colin Clark, Defense News Colin Clark has been senior editor of Defense News since the beginning of August. For the previous two years he covered U.S. arms exports, NATO, the U.S. Office of Secretary of Defense, American procurement policy and South Africa for Defense News. Lee Buchanan III was sworn in as the Assistant Secretary of the Navy for Research, Development and Acquisition on October 2, 1998. Dr. Buchanan is the Departments Acquisition Executive responsible for all research, development, and procurement of defense systems satisfying the requirements of the Navy and Marine Corps. He is also responsible for all acquisition policy and procedures within the Department. Prior to his appointment, Dr. Buchanan was most recently the Deputy Director of the Defense Advanced Research Projects Agency (DARPA). · Hon. Paul J. Hoeper, ASA for Acquisition, Logistics and Technology, Dept. of the Army The Honorable Paul J. Hoeper is Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA(ALT)). Formerly Deputy Under Secretary of Defense (International and Commercial Programs), Mr. Hoeper's association with the Department of Defense and the defense industry dates to the mid-1970's when he served as consultant to the U.S. Navy on major missile and anti-submarine system procurement. Mr. Hoeper received his B.S.E. in Basic Engineering from Princeton University, and his M.A.T. in Mathematics from Harvard University. |

In 1978, he became the first Republican to be elected to a statewide office in Mississippi. He served as an elected member of the Senate Republican leadership for twelve years. He chairs the Subcommittee on International Security, Proliferation, and Federal Services. A former Naval officer, Senator Cochran serves on the Board of Visitors of the U.S. Naval Academy. Before going to Washington in 1973 to serve in the U.S. House of Representatives, Senator Cochran practiced law in Jackson. · AVM John Thompson, HBDS, British Embassy, Washington DC Air Vice-Marshall J.H. Thompson CB RAF is Defence Attache and Head of the British Defence Staff (Washington). Air Vice-Marshal Thompsons early career was spent flying fast jets in Bahrain, Germany and the UK. In 1989 he assumed command of Royal Air Force Wittering which was followed by attendance at the Royal College of Defence Studies and the Higher Command and Staff Course. In 1996 he was detached to Brussels and Sarajevo as the Military Adviser to Mr Carl Bildt. In January 1997, he was appointed Air Officer Commanding and Commandant of the Royal Air Force College Cranwell. In July 1998 he was posted as the Air Officer Commanding Number 1 Group. Captain Schnappinger is a 1975 graduate of the United States Coast Guard Academy and earned a Masters degree from the University of Illinois.
