Paul Behrends is Vice President of Rhoads Weber Shandwick Government Relations. Previously he served as senior advisor for international relations and national security affairs for Congressman Dana Rohrabacher (R-CA). He also participated in many overseas policy development and investigative missions for the House Committee on International Relations and served as Legislative Director of the House Republican Task Force on the Balkan Crisis. He is a Lieutenant Colonel in the U.S. Marine Corps Reserve and a former U.S. Member of the Inter-American Defense Board. He earned his undergraduate degree at Xavier University and a master's degree from the Paul Nitze School of Advanced International Studies at the Johns Hopkins University. Gregory J. Bernardi is President,London Forfaiting Americas Inc. Mr.Bernardi has specialized in Forfaiting and Trade Finance in the United States since 1990, with responsibilities that have included Marketing, Money Market Trading, Foreign Exchange management and structuring Forfait Transactions. Greg has been with London Forfaiting Americas Inc., a subsidiary of London Forfaiting Company PLC, since 1994. Greg currently heads up the North American Marketing operation from their New York office, in all areas of business development. Prior to joining London Forfaiting Americas Inc, Greg spent four years with Banco Real S.A. New York, which has recently been acquired by ABN Amro. Greg holds a M.B.A. from St John's University in Finance and Marketing. Dr. Hans Binnendijk is currently Roosevelt Chair at the National Defense University and Director of the Center for Technology and National Security Policy. From 1991-2001, Dr. Binnendijk was Special Assistant to the President and Senior Director for Defense Policy and Arms Control, National Security Council, and received the Distinguished Public Service Award. From 1994 -1999 Dr. Binnendijk was Director, Institute for National Strategic Studies, National Defense University, also receiving a Distinguished Service Award. Previous appointments include Principal Deputy Director, Policy Planning Staff, Department of State 1993-1994, and Director, Institute for the Study of Diplomacy, Marshall B. Coyne Research Professor, Georgetown University 1991-1993. Lisa Bronson was appointed to the positions of Deputy Under Secretary of Defense for Technology Security Policy and Counter-Proliferation and Director, Defense Technology Security Administration on September 23rd, 2001. Previously, she held the office of Deputy Assistant Secretary of Defense for European and NATO Affairs. On November 8, 2000 she received the "Distinguished Executive" Presidential Rank Award for her accomplishments during her public service career. From November 1996 until February 1999, she served as the Director of NATO Policy in the Office of the Secretary of Defense. Dr. Bernard M. Brown is Head of the Business Development Sector for Extended Air Defense in MBDA. He has been working in Italy for many years, and prior to the formation of MBDA was in the AMS Missile Systems Division. He is a member of the Studies, Analysis & Simulation Panel of NATOs Research & Technology Organization. He participated as national focal point in several NATO studies on Extended Air Defense & led a NATO study on defense against cruise missiles and UAVs. Robert Bruce is the U.S. Defense Department's principal advisor and focal point for armaments cooperation programs, issues, and activities with allied and friendly nations in Europe, the former Warsaw Pact, and Canada. He frequently represents the Department in high level bilateral and multilateral meetings related to armaments cooperation, interoperability, and standardization, and advocates and facilitates armaments cooperation activities and processes. He is a retired Army officer, and once served as a Military Free Fall Test Parachutist. Pierre A. Chao is a Managing Director and Senior Aerospace/Defense Analyst at Credit Suisse First Boston. Mr. Chao has been on the Institutional Investor All American Research Team since eligible from 1996-2000 and his team was ranked the number one global aerospace/defense group by Institutional Investor in 2000. Mr. Chao has been ranked the number one aerospace/defense analyst in the 1995/99 Greenwich Associates polls, number one in the 1998-99 Reuters Polls and appeared on the Wall Street Journal All Star Team four times. Mr. Chao was appointed by President Clinton to the Presidential Commission on Offsets in International Trade and served on the Army Science Board. Previously Mr. Chao was associated with Morgan Stanley Dean Witter, Smith Barney, JSA International and Prudential-Bache Capital Funding. Colin Clark has been Senior Editor of Defense News since August, 2000. For the previous two years he covered U.S. arms exports, NATO, the U.S. Office of Secretary of Defense, American procurement policy and South Africa for Defense News. Clark joined Defense News in September 1998 after almost two years with the U.S. newsletter, Defense Week, where he won second place for analytic reporting in 1997 from the Newsletter publishers Foundation for his coverage of the Quadrennial Defense Review. Lucy Reilly Fitchis Vice President, Acquisitions and Strategy, responsible for mergers and acquisitions and strategic planning for BAE SYSTEMS North America. Prior to her current position, Lucy was employed by Lockheed Martin Corporation as Director of Business Development and Strategic Planning for the Aeronautics Sector. Other previous assignments included Vice President of Business Development at ManTech Systems Solutions Corporation in Arlington, Virginia. Lucy also worked for Hughes Aircraft Corporation as Manager of Strategic Analysis, leading that company's competitive intelligence efforts. Aaron B. Fuller III joined CSC in April 1998. Mr. Fuller is a Vice President and General Manager, leading CSCs business unit focused on Warfighting and Information Dominance (WIDAN) in Air and Missile Defense (AMD) and Navy and Marine Corps programs in the Federal Sector Defense Group. Major customers include the US Navy Aegis Weapons System Program, and the US Navy Naval Surface Warfare Center (prime contract), and the US Department of Defense Missile Defense Agency (MDA) (prime contracts); the Joint Theater Air and Missile Defense Organization (JTAMDO) in the US Joint Chiefs of Staff Organization and Defense Finance Service Center (prime contract). At BDM International (1991-1998) Mr. Fuller was senior Vice President and operating unit executive, leading a strategic defense operating unit. Hal Gershanoff has been publisher and editor of the Journal of Electronic Defense for the past nineteen years. He has been involved in military electronics since 1960, installing, operating and marketing these systems on five continents. He is a member of the Association of Old Crows, the Institute of Electrical and Electronic Engineers, the American Society of Business Press Editors, and the National Press Club. He is also a past-president of the Aviation/Space Writers Association. Congressman Mark Kirk (R-19th/IL) serves on the Armed Services, Transportation & Infrastructure, and Budget Committees. His public service career includes service as Chief of Staff to Congressman John Porter, officer on the World Bank's International Finance Corporation, Special Assistant to the Assistant Secretary for Inter-American Affairs at the U.S. State Department, and Counsel of the U.S. House International Relations Committee. He has also practiced law with the international firm of Baker & MacKenzie, where his field of expertise was international trade and finance. A Naval reserve officer, Kirk holds the rank of Lieutenant Commander and has had numerous overseas assignments as intelligence officer for a squadron flying the EA-6B Prowler electronic attack aircraft. Kirk earned a B.A. with honors in history from Cornell University in 1981, a M.Sc. from the London School of Economics in 1982, and a J.D. from Georgetown University Law Center in 1992. He also studied at the Universidad Nacional Autonoma de Mexico in Mexico City where he learned to speak Spanish. LtGen Robert Magnus was commissioned in June 1969, after graduating from the University of Virginia with a B.A. (History). In 1993, he received a M.S. (Business Administration) from Strayer College. LtGen Magnus' formal military education includes Naval Aviator Training, the U.S. Marine Corps Command and Staff College (1985), and the National War College (1989). LtGen Magnus reported to Headquarters Marine Corps in July 2000, when he was appointed as the Assistant Deputy Commandant for Plans, Policies, and Operations (Quadrennial Defense Review). Then during August 2001, Lieutenant General Magnus reported as the Deputy Commandant for Programs and Resources, Headquarters, U.S. Marine Corps. Dr. J. David Martin is currently deputy for Strategic
Relations in the Missile Defense Agency (MDA), Department of Defense,Pentagon,
Washington, D.C. He is responsible for the international affairs aspect of the
Missile Defense Agency, MDA's support for various arms control negotiations,
and coordination with other DoD and government offices involved in BMD policy.
Dr. Martin is the chairman (or cochairman) of numerous international committees
and steering groups on the subject of theater missile defense cooperation
(NATO, France, Germany, and Japan). Dr. Martin served from 1979 through 1984 as
director of Nuclear Planning on the International Staff at NATO Headquarters in
Brussels, Belgium. He joined the Strategic Defense Initiative Organization,
later named BMDO, in February 1985. Hon. Dave McCurdy was elected president of Electronic Industries Alliance (EIA) in 1998. As chief executive, he oversees the activities of the national trade organization representing the full spectrum of U.S. manufacturers representing more than 80% of the $550 billion electronics industry. Mr. McCurdy came to EIA after a distinguished career in the United States House of Representatives, and as chairman and chief executive officer of the McCurdy Group L.L.C., a successful business consulting and investment practice. McCurdy serves as a member of the Board of Visitors of the Carnegie Mellon University, Software Engineering Institute; a Department of Energy Board of Visitor; a Distinguished Congressional Fellow with the Center for Strategic and International Studies; member of the In-Q-Tel Business Advisory Board and Board of Directors for the Center for Strategic and Budgetary Assessments. Richard J. Millies became the Deputy Director, Defense Security Cooperation Agency in September, 2001. Mr. Millies has extensive experience working international affairs issues, particularly those associated with technology transfer, weapons sales, and politico-military affairs. In 2000, Mr. Millies was selected as the first Director of Policy, Office of the Under Secretary of the Air Force, International Affairs. He was responsible for Foreign Military Sales policy, Armaments Cooperation, Technology Transfer, and International Airman Programs such as attaches and exchange officers. Mr. Millies has completed the program for Senior Officials in National Security at Harvard University, Kennedy School of Government. Stephen C. Moss is the President of AgustaWestland Inc., the American arm of AgustaWestland NV, formed as a result of the 2001 merger of two of Europes premier helicopter manufacturers: Italys Agusta SpA and GKN Westland Plc of the United Kingdom. From 1981 to 1986, Mr. Moss was employed with Italian Aircraft Corporation where he served as Research Director and later as Vice President. From 1986 to 1990 he served as Director of Government Relations for the Italian helicopter company, Agusta SpA. While with Agusta, Mr. Moss was responsible for capturing a total of $750 million of US government contracts with the US Army, Navy and Air Force. From 1990 to 2001, Mr. Moss continued to serve Agusta as its senior consultant for US government affairs. Barry Rhoads, Principal of Rhoads/Weber Shandwick Government Relations, also leads the Defense & Aerospace Practice Group. Mr. Rhoads has broad experience both in traditional defense issues and in defense-related economic development. He is a nationally recognized pioneer in state and local involvement in military base enhancement and privatization of military facilities. Mr. Rhoads is a former Justice Department prosecutor and served as Deputy General Counsel to the 1991 Presidential Defense Base Realignment And Closure Commission. He has also been a partner in two prominent law firms and is a Lieutenant Colonel in the US Army Reserve. John Roos joined Armed Forces Journal International in 1987 as International Editor and became Editor in 1992. Prior to joining the Journal, he served 20 years as an active-duty US Army officer. He holds a Masters degree in Journalism from the University of Florida and is a member of the US Army Infantry OCS Hall of Fame. Jon A. Schreiber was assigned to the Joint Strike Fighter Program in February, 1994 and is currently the Director, International Programs. In this capacity he has been the architect of the JSF EMD International Business Strategy. Mr. Schreibers Directorate was the recipient of the Air Force Material Commands international award for team excellence in armaments cooperation for 1998. Mr. Schreiber was the F/A-18 Deputy Program Manager from August 1983 to February 1994 and was also responsible for the international aspects of the program. Total program value of the F/A-18, including both foreign and domestic, was in excess of $50B. Stan Z. Soloway assumed the presidency of the Professional Services Council in January, 2001. PSC is the principal national trade association representing the professional and technical services industry. Prior to joining PSC, Mr. Soloway served nearly three years as the deputy undersecretary of defense (acquisition reform) and concurrently as director, Defense Reform Initiative. Before his appointment to DoD, Mr. Soloway was a public policy and public affairs consultant for nearly 20 years and a highly regarded expert in, and frequent lecturer on, acquisition, privatization and outsourcing issues. Mr. Soloway earned a degree in political science from Denison University in Ohio. Otmar W. Titus assumed the position of President and COO of RAM-System GmbH (RAMSYS) on 1 November, 1997. RAMSYS, a joint company of Diehl, BGT and EADS Deutschland, is located in Ottobrunn/Munich. RAMSYS is the German Systems Management Company for Naval Air Defense Systems such as RAM, ESSM, SM etc. Previously, Mr. Titus was Vice President International Marketing, and a Member of the Board of Management of DaimlerChrysler Aerospace Missile Systems Company (LFK-GmbH). He was also a longtime Member of the Board of Directors of CMS, Inc., DaimlerChrysler Aerospaces US Missile and Munitions Company, headquartered in Tampa, Florida. Ralf Uekermann is the Senior German Representative in the five-national Multifunctional Information Distribution System (MIDS) Low Volume Terminal (LVT) program. He is a graduate from the Technical University (RWTH) in Aachen, Germany, and joined the Federal Agency for Military Procurement and Technology in 1991. During this time, he worked on Command and Control programs in management functions. As Division Chief in the MIDS International Program Office, he is responsible for government configuration control, assuring a common baseline within the competitive MIDS production effort. Alfred G. Volkman joined the Office of the Secretary of Defense in January 1987. He has served as Director, Contract Policy and Administration; Deputy Director of Defense Procurement (Foreign Contracting) on the staff of the Director of Defense Procurement; Principal Director for Armaments Cooperation on the staff of the Principal Deputy Assistant Secretary of Defense for Dual Use Technology Policy and International Programs; and Acting Deputy Assistant Secretary for International Programs. Since June 1996 he has served as the Assistant Deputy Under Secretary (Armaments Cooperation) to the Deputy Under Secretary of Defense (International and Commercial Programs). On January 2, 2000, Mr. Volkmans title changed to Director, International Cooperation. David Whiteree is Chairman of IDEEA, Inc., Chief Executive and founder of the ComDef series of exhibitions and symposia. IDEEA, Inc. is a full service international business development and marketing company established in Washington DC. Mr. Whiteree is founder/publisher of Common Defense Forum. Quentin Whiteree has been President and Chief Operating Officer of IDEEA, Inc. since 1 January, 1999. Prior to this, he was Vice President of the company responsible for business focus, with an emphasis on emerging information and computer technologies. He joined IDEEA, Inc. in 1987 and has held a series of appointments within the company. He holds a joint BA honors degree in marketing from Strathclyde University, Scotland. Mr. Whiteree is a member of the National Press Club. In February, 2000, Captain Dallas G. Wilfong, III established the office of Pacific Area Representative for Commander Naval Sea Systems Command and Program Executive Officer Theater Surface Combatants charged with responsibilities related to Navy Ballistic Missile Defense, Battle Management C4I, and Battle Force Interoperability in the Pacific Area of Operations. At sea Captain Wilfong has commanded two ships USS ELLIOT (DD 967) and USS PRINCETON (CG 59). Ashore Captain Wilfong has served as an instructor at the United States Naval Academy, completed three tours on the staff of the Chief of Naval Operations, two tours of duty on the Department of the Navy staff, and has served in the Program Executive Offices for Theater Air Defense and Theater Surface Combatants. Alan Williams was appointed Assistant Deputy Minister (Materiel) for the Department of National Defence (DND) in August 1999. In this position, he is responsible for ensuring effective materiel acquisitions for both DND and the Canadian Forces. More specifically, Mr. Williams is responsible for managing a Long Term Capital Plan with about $1.5 billion in annual expenditures, as well as annual expenditures of about $1.5 billion to sustain and upgrade existing equipment. In addition, he is responsible for logistics planning in support of operations. Mr. Williams is also the Canadian representative to the North Atlantic Treaty Organization (NATO) Conference of National Armaments Directors (CNAD), a senior NATO committee which develops and promotes cooperative armament programs within the alliance. Major General Simon Willis graduated to infantry from the Royal Military College, Duntroon, in December 1970. He has had operational command appointments at all levels of command from rifle platoon in South Vietnam in 1971 to the Peace Monitoring Group in Bougainville in 1999. He was a company commander in 5/7 RAR (Mechanised) and Commanding officer of 3RAR (Parachute). He has extensive experience in training and staff appointments in both the Army and tri-Service areas. Major General Willis attended Army Staff College in Pakistan, Army War College in the USA and was Military Attache in Washington, DC. He has travelled extensively on duty especially in the Asian region. Major General Willis is currently the Head of Australian Defence Staff, Washington, DC, USA. Hon. Michael W. Wynne is the Principal Deputy Under Secretary of Defense for Acquisition, technology & Logistics. He also serves as the Principal Deputy to the Under Secretary of Defense for Acquisition, Technology and Logistics. Most recently Mr. Wynne has been involved in venture capital nurturing small technology companies through their start-up phase as a member of the NextGenFund Executive Committee and serving in executive positions within two companies. In 1999, Mr. Wynne retired as Senior Vice President from General Dynamics (GD) where his role was in International Development and Strategy. He spent 23 years with General Dynamics in various senior positions with the Aircraft (F-16s), Main Battle Tanks (M1A2), and Space Launch Vehicles (Atlas and Centaur). |
