Dr. Marshall D. Banker is President of BAE Systems Information Systems Sector. ÿThe Information Systems Sector, headquartered in San Diego, California, is a full spectrum provider of information technology systems and services to the intelligence and military communities, as well as geospatial products for commercial use.ÿ Prior to joining BAE Systems in 1999, Dr. Banker was the Executive Vice-President of Lockheed Martin Management & Data Systems.ÿ He has worked in the defense industry for over 30 years, holding various senior leadership positions with Loral Electronic Systems, Hughes Aircraft, Science Applications International Corporation (SAIC), and Lockheed Martin. Dr. Banker holds a Ph.D. in electrical engineering from Stanford University, and both a Master's degree and a Bachelor's degree in electrical engineering from Cornell.
Robert D. Bauerlein is Vice President of International Operations for Boeing Washington DC Operations. Prior to joining Boeing, Bauerlein served as VP, International Military Programs & Business Development, Pratt & Whitney, Large Military Engines. Earlier appointments, in the State Department, include Special Assistant to the Under Secretary for Security Assistance, Science and Technology, and, after nine years, Director of the Deputy Secretary's Office of Policy and Resources. Capt. Kenneth D. Beeks, USN (Ret.) is a Vice President at Business Executives for National Security (BENS), a national, non-profit, non-partisan group of business leaders working to bring their expertise and experience bear on our nation's security challenges. Ken heads BENS' efforts to bring better business practices to the Pentagon's business processes to free resources for reinvestment in war-fighting capability - or moving money from the "Tail" to the "Tooth". A graduate of the United States Naval Academy in 1976, and of the Navy Test Pilot School, Ken retired from the Navy in 2000. During his career, Ken flew helicopters off of small ships, commanded a helicopter squadron, was a test pilot on numerous programs ranging from new helicopters to blimps, and served in several policy and analysis positions.

Five years as an Instrument Flight Rules & Tactics Flight Instructor, US Navy Flight School. Graduate of the US Army Flight Safety Officer Program. And prior to his current assignment, as HH-65 Pilot in Command, USCG Air Station New Orleans where he received the Distinguished Flying Cross for saving 51 men from a burning oil rig in the Gulf of Mexico.
Jeffrey P. Bialos is Executive Director of the Program on Transatlantic Security and Industry at the Center for Transatlantic Relations at Johns Hopkins University's School of Advanced International Studies. Mr. Bialos is also a partner in the national law firm of Sutherland Asbill, and Brennan and a senior advisor to JSA Partners. Prior to his current activities, Mr. Bialos served in several senior U.S. government positions. Most recently, he was Deputy Under Secretary of Defense for Industrial Affairs (Sept. 1999-Jan. 2001). Mr. Bialos received his J.D. degree from the University of Chicago Law School, a Master's degree in Public Policy from the Kennedy School of Government at Harvard University, and an A.B. in history, magna cum laude, from Cornell University's College of Arts and Sciences.
Dr. Hans Binnendijk is currently Roosevelt Chair at the National Defense University and Director of the Center for Technology and National Security Policy. From 1999-2001, Dr. Binnendijk was Special Assistant to the President and Senior Director for Defense Policy and Arms Control, National Security Council, and received the Distinguished Public Service Award. From 1994 -1999 Dr. Binnendijk was Director, Institute for National Strategic Studies, National Defense University, also receiving a Distinguished Service Award. Previous appointments include Principal Deputy Director, Policy Planning Staff, Department of State - 1993-1994, and Director, Institute for the Study of Diplomacy, Marshall B. Coyne Research Professor, Georgetown University - 1991-1993.
Dr. Stephen Bryen is President of Finmeccanica, Inc. He served as Deputy Under Secretary of Defense from 1981-1988 and before that as a Professional Staff Member and Near East subcommittee director to the Senate Foreign Relations Committee. At the Defense Department he was responsible for trade and security policy. Dr. Bryen was the founder of the Defense Technology Security Administration (DTSA) and its first Director. Dr. Bryen also managed international negotiations involving technology security issues for the DoD. He was the Defense Department senior representative to COCOM and headed the U.S.-Italy Aerospace Working Group, the U.S.-Sweden Aerospace Working Group and led the DoD-delegation to the U.S.-Russia space research negotiations. Dr. Bryen was twice awarded the Distinguished Public Service Medal.
Dr. Timothy Coffey is Senior Research Scientist, University of Maryland (2001 - present), & Edison Chair, National Defense University (2002 - present). Dr. Coffey was Associate Director Research NRL (1980-82), Director of Research NRL (1982-2001). He was Head, Plasma Dynamics Branch NRL (1971-75), Superintendent, Plasma Physics Division, NRL (1975-1980). Dr. Coffey was with EG&G, Inc. from 1966-71. He holds BSEE. From MIT (1962), MS Physics (1963) and Ph.D. Physics (1967) both from University of Michigan. Dr. Coffey is a Fellow of American Physical Society, Fellow Franklin Institute, Fellow Washington Academy of Sciences. He holds the Delmer S. Helle Dale is Deputy Director of the The Heritage Foundation's Davis Institute for International Policy Studies. As a foreign affairs analyst, Helle Dale has written extensively on U.S. foreign policy, defense & national security since 1991 when she joined The Washington Times. In 1997, Ms. Dale was appointed the newspaper's editorial page editor. Before joining The Washington Times, Helle Dale was a writer for Insight magazine, a writer for WGBH radio and a correspondent for the Danish newspaper Morgenavisen Jyllandsposten. She earned a Diploma of English studies in Oxford, England, graduated with an M.A. in English and American studies from the University of Copenhagen, Denmark and pursued graduate work in American studies at Tufts University, Boston.
Hon. John W. Douglass is President and CEO of AIA. He served for nearly three years as assistant secretary of the Navy for research, development and acquisition of defense systems for the U.S. Navy and U.S. Marine Corps. Mr. Douglass completed 28 years of U.S. Air Force service and retired as a brigadier general in 1992. Within the executive branch, Mr. Douglass was director of national security programs for the White House, responsible for formulation policy on a broad range of national security issues. A native of Miami, Florida, he earned a bachelor of science degree in industrial engineering from the University of Florida, a master of science degree in industrial engineering from Texas Tech University, and a master of science degree in management science from Fairleigh Dickinson University.
Douglas J. Feith is the Under Secretary of Defense for Policy. Before President George W. Bush appointed him in July, 2001, Mr. Feith was for fifteen years the managing attorney of the Washington, D.C. law firm of Feith & Zell, P.C. From March 1984 until September 1986, Mr. Feith served as Deputy Assistant Secretary of Defense for Negotiations Policy. Before becoming Deputy Assistant Secretary, Mr. Feith served as Special Counsel to Assistant Secretary of Defense Richard Perle. Mr. Feith transferred to the Pentagon from the National Security Council at the White House, where he worked in 1981-82 as a Middle East specialist. Mr. Feith holds a J.D. (magna cum laude) from the Georgetown University Law Center and an A.B. (magna cum laude) from Harvard College.
Aaron B. Fuller, III is President of the Defense Mission Engineering and Integration Division in the federal sector at Computer Sciences Corporation. ÿHe is responsible for CSC's business supporting the U.S. Navy, U.S. Marine Corps, U.S. Missile Defense Agency, Joint Commands and Agencies, and international business based on related U.S. defense programs. ÿThe focus of the programs range from large scale enterprise

Lieutenant General Lars John Kihl was Chief of Staff, Swedish Armed Forces HQ from 2002 until 2004, the year in which he retired. Lieutenant General Kihl was Director Strategic Plans and Policy Directorate, COS HQ from 2000. The General was Deputy Director Joint Forces Directorate, AF HQ from 1996 until 1998. He was Commander of the Norrland Dragoon Regiment (K4) Arvidsjaur from 1992 until 1996. Lieutenant General Kihl is a Member of the Board, Swedish Research Agency, Member of the Royal Swedish Academy of War Science, and Member of the Board Modul 1 Company. The General attended Parachute School in 1972, War College from 1978-80, and Harvard University from 1987-88.
Richard G. Kirkland is Vice President, Corporate International Business Development, Lockheed Martin Corporation. This newly formed CIBD organization supports the Lockheed Martin business units' international pursuits by developing and implementing strategies for U. S. Government advocacy, technology transfer and Congressional notifications of pending military sales. He is also responsible for the Corporation's export licensing and compliance programs, consultant services and corporate trade show management. Before joining Lockheed Martin, he served as Principal Deputy, Assistant Secretary of Defense, Legislative Affairs where he used experience gained as Director, Senate Liaison, Office of the Secretary of the Navy. Marvin Leibstone is the North America Editor for NATO's Nations Magazine and Military Technology Magazine, and editor & publisher of Global Security & Trade Journal. For more than a dozen years his column on national security affairs appeared regularly in newspapers across the U.S. He is also an adjunct fellow and writer-in-residence at the Washington-area based Potomac Institute for Policy Studies, and a retired U.S. Army Colonel. He received his MA inÿ political science/international politics from George Washington University.
Aris Melissaratos is Secretary, Maryland Department of Business and Economic Development. After 32 years with Westinghouse, Mr. Melissaratos held the position of VP of Science and Technology, and CTO at the corporate HQ in Pittsburgh. Upon retirement, Mr. Melissaratos served as Corporate VP for Thermo Electron Corporation, and as President and CEO of Coleman Research Corporation and Thermo Coleman Corporation, as well as CEO of its subsidiary, Thermo Information Solutions. Mr. Melissaratos holds a Bachelor of Engineering Science degree in Electrical Engineering from Johns Hopkins University and a Master's Degree in Engineering Management from George Washington University. David R. Oliver, Jr. is Executive Vice President and Chief Operating Officer of EADS North America. In this capacity, Mr. Oliver has direct oversight and responsibility for all marketing and business development activities of EADS North America and manages the operations activities of the EADS North America holding company. He reports directly to the Chairman and Chief Executive Officer. Prior to election to his current position, Mr. Oliver served in Baghdad as the Director of Management and Budget for the Coalition Forces in 2003. Suzanne D. Patrick was appointed Deputy Under Secretary of Defense for Industrial Policy on July 9, 2001. In this position, she is responsible for all decisions regarding mergers and acquisitions (domestic and foreign) affecting the U.S. defense industry; the Department's relations with NATO defense and aerospace industries; and the overall health of the U.S. defense industrial base. Mis Patrick brings to this position over twety years of experience in aerospace industry finance and weapons systems acquisition for U.S. and NATO forces. She also has extensive experience in the economies and defense establishments of new NATO allies in eastern Europe.
John Roos joined Armed Forces Journal in 1987 as International Editor, and became Editor in August 1992. ÿPrior to joining AFJ, he served 21 years as an active-duty US Army soldier and officer. ÿHis military career included a one-year tour of duty in the Republic of Vietnam, five years as the chief of media relations for the US Army's 130,000-member command in Europe, and three years as the Army Public Affairs representative on the U.S. European Command Counterterrorism Task Force. Mr. Roos holds a Master's degree in Journalism from the University of Florida, and is a member of the US Army Infantry OCS Hall of Fame.
Jon A. Schreiber was assigned to the Joint Strike Fighter Program in February, 1994 and is currently the Director, International Programs. In this capacity he has been the architect of the JSF EMD International Business Strategy. Mr. Schreiber's Directorate was the recipient of the Air Force Material Command's international award for team excellence in armaments cooperation for 1998. Mr. Schreiber was the F/A-18 Deputy Program Manager from August 1983 to February 1994 and was also responsible for the international aspects of the program. Total program value of the F/A-18, including both foreign and domestic, was in excess of $50B.
Major General R.S. (Ruud) Van Dam is Assistant Chief of Staff C4I,Headquarters Supreme Allied Commander Transformation. Three months earlier, General van Dam had been appointed Assistant Chief of Staff CIS,Headquarters Supreme Allied Commander Atlantic, Norfolk,VA. From February 2000-2003, Major General Van Dam was appointed as Deputy Chief of the Defense Staff for National Plans at the Defense Staff (Ministry of Defense) in The Hague. From July 1998 to January 2000 Major General Van Dam was appointed as Assistant Chief of Staff Communications and Information Systems Division at Headquarters Allied Forces North, Brunssum. Alfred G. Volkman is the Director, International Cooperation for the Under Secretary of Defense (Acquisition, Technology and Logistics). He is responsible for establishing international Armaments cooperation policy, ensuring that policy is properly implemented and engaging with US allies and friends around the world to achieve closer cooperation. Mr. Volkman has a long history in international cooperation beginning in the late 1970's when he negotiated the initial agreements with the United Kingdom that resulted in the cooperative development of the AV-8B Harrier Aircraft. In the early 1980's he served on the NATO Air Command and Control Systems team in Brussels, Belgium. Mr. Volkman has served in a variety of international staff positions for both the Department of the Navy and the Office of the Secretary of Defense. Congressman Curt Weldon, (R-PA) represents the Seventh Congressional District of Pennsylvania.
