Nir Ben – Moshe is Minister Counselor at the Embassy of Israel in Washington D.C. Nir - Ben Moshe has been appointed as the new Defense Assistance and Cooperation Office representative in Washington. Ben - Moshe has served in Israel ’s MoD for 12 years. In his most recent position, as the assistant to the MoD’s Director General for 3 years, he was personally involved in some of Israel ’s major defense enterprises including the preparations in Israel for the war in Iraq , the construction of Israel ’s defensive fence, and the MoD’s annual work plan. Prior to this, Ben Moshe was in charge of international contacts and cooperation in the MoD’s Directorate of Security. Ben - Moshe studied in the Hebrew and Tel Aviv universities. He received his Bachelor’s and Master’s degree in International Relations and Security Studies.
Dr. Hans Binnendijk is currently Roosevelt Chair at the National Defense University and Director of the Center for Technology and National Security Policy. From 1999-2001, Dr. Binnendijk was Special Assistant to the President and Senior Director for Defense Policy and Arms Control, National Security Council, and received the Distinguished Public Service Award. From 1994 -1999 Dr. Binnendijk was Director, Institute for National Strategic Studies, National Defense University , also receiving a Distinguished Service Award. Previous appointments include Principal Deputy Director, Policy Planning Staff, Department of State – 1993-1994, and Director, Institute for the Study of Diplomacy, Marshall B. Coyne Research Professor, Georgetown University – 1991-1993.
Robert Bruce is the U.S. Defense Department's principal advisor and focal point for armaments cooperation programs, issues, and activities with allied and friendly nations in Europe , the former Warsaw Pact, and Canada . He frequently represents the Department in high level bilateral and multilateral meetings related to armaments cooperation, interoperability, and standardization, and advocates and facilitates armaments cooperation activities and processes. Retiring from the US Army after twenty-eight years, Mr. Bruce held a number of command and staff positions within the Field Artillery community before entering the Research and Development career field. He has served in the U.S. Mission to NATO; and as Chief of the Airborne Test Branch of the U.S. Army Airborne Board.
Sir John Chisholm is Chief Executive of QinetiQ plc. After completing his studies at Cambridge University , Sir John started his career as a graduate apprentice with General Motors before joining Scicon Ltd, the computing consultancy arm of BP, in 1969. There he specialized in the application of computer systems to physical processes and he rose to be a senior manager before leaving in 1979 to form the start up CAP Scientific Ltd. The company grew rapidly to become a core part of the CAP Group plc, which floated on the London Stock Exchange in 1995. In 1991 Sir John was asked to bring together the UK Defence Research Establishments to form one new organization which was to become DERA. Sir John guided the organization through its launch into the commercial world as QinetiQ plc in July 2001. Sir John was knighted in 1999.
Mark N. Clark is a Director for International Business Development for the Raytheon Company. Since 1995, Mr. Clark has coordinated international business development efforts for Europe . The coordination encompasses Raytheon businesses and regional offices, defense companies in Europe , United States Government agencies, and the international community in Washington D.C. Mr. Clark received a Bachelor of Science degree in mechanical engineering from Loyola University of Los Angeles. He has a master's degree in business administration from Eastern New Mexico University . He is also a graduate of the NATO Defense College , located in Rome , Italy .
Hon. John W. Douglass is President and CEO of AIA. He served for nearly three years as assistant secretary of the Navy for research, development and acquisition of defense systems for the U.S. Navy and U.S. Marine Corps. Mr. Douglass completed 28 years of U.S. Air Force service and retired as a brigadier general in 1992. Within the executive branch, Mr. Douglass was director of national security programs for the White House, responsible for formulation policy on a broad range of national security issues. A native of Miami , Florida , he earned a bachelor of science degree in industrial engineering from the University of Florida , a master of science degree in industrial engineering from Texas Tech University , and a master of science degree in management science from Fairleigh Dickinson University .
Graham Eveille is the Counsellor Defence Materiel representing the Australian Defence Materiel Organisation in North America . His branch is the shopfront for materiel acquisition and support policy, Australian project offices, foreign military sales, commercial procurement, freight and Australian defence industry. Mr Eveille is a member of the Senior Executive Service and joined the Australian Department of Defence in 1988 as civilian cadet engineer. He started his engineering career supporting marine systems in naval platforms such as submarines, mine hunters and FFGs. During 2000, Mr Eveille was the working level author of the first Australian Defence Capability Plan listing intended major acquisition projects for the period 2001 to 2010. Mr Eveille moved back to the materiel projects area providing policy support and acting as the Director General Minor War Vessels acquiring and supporting patrol boats, mine hunters, hydrographic ships and smaller items for Royal Australian Navy.
Robert J. Fitch is Senior Vice President, Government Relations, BAE Systems, Inc. responsible for all government relations activities for the company’s U.S.-based operating groups, which collectively employ some 45,000 employees in the U.S. , U.K. , Sweden and South Africa and generate annual sales in excess of $10 billion. Fitch has more than 33 years of experience in the intelligence field, serving in management positions in the military, industry, and legislative branch of government. Fitch previously held the position of Vice President, Government Relations with Marconi North America and Tracor, Inc. Prior to Tracor, he served as the Vice President, Corporate Strategic Development for GDE Systems, Inc., a subsidiary of Tracor. Fitch holds a bachelor’s degree in Political Science from the University of Rhode Island and an MBA from the University of Dallas Graduate School of Management.
Michael S. Francis, Ph.D. (Colonel, USAF-Retired) is the Director of DARPA’s Joint Unmanned Combat Air Systems (J-UCAS) Program. From 1991-1996, then Colonel Francis served as a Program Manager in DARPA’s Tactical Technology Office directing the X-31 International Experimental Fighter Aircraft Program. Dr. Francis began his twenty-seven year military career as a research scientist and Professor at the U.S. Air Force Academy. Later, he managed space system development programs for the Air Force Space and Missile Systems Center and the Strategic Defense Initiative Organization. Following his military career, Dr. Francis became the first president of Athena Technologies. Later, he worked at Lockheed Martin Corporation. Dr. Francis holds undergraduate, graduate and doctoral degrees in Aerospace Engineering from the University of Colorado .
Dr. Charles J. Holland is the Deputy Under Secretary of Defense (Science and Technology). In this capacity, he supports the Director, Defense Research and Engineering in the execution of the $10B Defense Science and Technology strategic planning, budget allocation, and program review. From 1998-2001, he was the Director for Information Systems within the ODUSD(S&T). Prior to this appointment, he was the Director of the DoD High Performance Computing Modernization Program. Prior to joining government service, Dr. Holland was a tenured faculty member at Purdue University and a Visiting Member at the Courant Institute of Mathematical Sciences at New York University . Dr. Holland received a B.S. (1968) and M. S. (1969) in Applied Mathematics from the Georgia Institute of Technology and a Ph. D. (1972) in Applied Mathematics from Brown University .
Jonathan Hoyle, CBE , has been Minister for Defence Materiel at the British Embassy, Washington DC since November 2004. He is responsible for all bilateral defense procurement relations with the United States . Prior to this, Jonathan was the Director of the Main Building Redevelopment project. The project was for the redevelopment of the Head Office of the Ministry of Defence and subsequent building services support. Earlier, Jonathan completed an MBA at Cranfield University . Previous MoD experience includes the Private Finance Unit, finance and secretariat responsibility for Eurofighter 2000, Middle East Defense relations and a tour in a junior Minister’s office. In his spare time Jonathan likes to sample his wife’s cooking (she is a chef) and worries about 3 putting from 12 feet (handicap 8).
Joel L. Johnson is Executive Director – International, The Teal Group. Mr. Johnson retired in August of 2005 as Vice President, International, for the Aerospace Industries Association (AIA). Prior to his 21 years in the trade association sector, Mr. Johnson served over 13 years with the federal government, including as Deputy Director of the Office of Trade Policy at Treasury, a member of the Secretary of State’s Policy Planning Staff, and a Professional Staff Member on the Senate Foreign Relations Committee. His work in government centered on economic development and trade issues. Mr. Johnson received his undergraduate degree from Wesleyan University and his Masters Degree from the Woodrow Wilson School of Public and International Affairs at Princeton University .
Rear Admiral (Armament Corps) Francis Jouanjean is Defense Cooperation Attache to the Embassy of France in Washington , DC . In 2001, after his graduation from ICAF he moved to Paris to become Technical Director of the Naval Program Directorate (SPN) of the Delegation Generale pour l’Armement (DGA). In 1997 he was appointed Director for fleet maintenance in Toulon . Admiral Jouanjean was assigned to DGA Paris as Deputy Director for fleet maintenance in 1994. He graduated from Ecole Nationale Superieure des Ingenieurs des Etudes d’Armement in 1978, from Institut d’Administration des Entreprises in 1980 and from Paris University (DESS of defense) in 1981. He attended the CHEAR (Centre des Hautes Etudes de l’Armement) in 1997 and graduated from the Industrial College of the Armed Forces (ICAF) in 2001.
Prof. Adrian Kendry was appointed Senior Defence Economist at NATO Headquarters in Brussels , Belgium in August 2001. He is responsible for advising the Deputy Assistant Secretary-General, Regional Economic and Security Affairs, in the Political Affairs and Security Policy Division and, principally, within the Defense and Security Economics Directorate. From August 1996-2001, Adrian held the Admiral William Crowe Chair in the Economics of the Defense Industrial Base at the United States Naval Academy . During this time he also held a Visiting Professorship in Defense Economics at the Naval Postgraduate School , Monterey in 1999, and worked in a Washington DC defense and aerospace consultancy firm for 6 months.
Richard G. Kirkland is Vice President, Corporate International Business Development, Lockheed Martin Corporation. This newly formed CIBD organization supports the Lockheed Martin business units’ international pursuits by developing and implementing strategies for U. S. Government advocacy, technology transfer and Congressional notifications of pending military sales. He is also responsible for the Corporation’s export licensing and compliance programs, consultant services and corporate trade show management. Before joining Lockheed Martin, he served as Principal Deputy, Assistant Secretary of Defense, Legislative Affairs where he used experience gained as Director, Senate Liaison, Office of the Secretary of the Navy. Mr. Kirkland holds a master’s degree in aeronautical systems from the University of West Florida and a bachelor’s degree from the United States Naval Academy .
Mr. Robert S. Kovac is the Director of Licensing at the Defense Technology Security Administration (DTSA/LD), a position he has held since 2002. Before assuming duties as Director, Mr. Kovac was the Senior Export Analyst responsible for Space, Missiles, Satellites, Navigation, and GPS munitions licenses in the Munitions Division of DTSA/LD. Prior to his appointment to DTSA in 1995, Mr. Kovac served as a US Army officer in infantry, intelligence, special operations, and inspector general assignments in the US , Korea , Germany , Honduras , the Caribbean and Saudi Arabia . Mr. Kovac holds a BA in Political Science and Psychology from the University of Pittsburgh , an MS in Strategic Intelligence from the Joint Military Intelligence College, and is a graduate of the US Army Command and General Staff College.
The Hon. Kenneth J. Krieg is the Under Secretary of Defense for Acquisition, Technology and Logistics. The Senate confirmed him to this position in June 2005. Previously, Mr. Krieg served at the Department of Defense as Special Assistant to the Secretary and Director for Program Analysis & Evaluation. He joined the Department of Defense in July 2001 to serve as the Executive Secretary of the Senior Executive Council. Before joining the Department of Defense, Mr. Krieg worked for International Paper, most recently as Vice President and General Manager of the Office and Consumer Papers Division. Mr. Krieg received his BA degree in history from Davidson College and his Masters in Public Policy from the Kennedy School of Government at Harvard University .
Peter Lichtenbaum was designated by President Bush on January 28, 2005 to be Acting Under Secretary of Commerce for Industry and Security. In his capacity as Assistant Secretary of Commerce for Export Administration, Mr. Lichtenbaum is responsible for developing the Bureau’s policies regarding controls on the export of dual-use items for national security, foreign policy, nonproliferation, and short supply reasons. Mr. Lichtenbaum joined the Commerce Department from the international practice group of the Washington, D.C.–based law firm of Steptoe & Johnson LLP. Prior to this, Mr. Lichtenbaum worked at the Department of the Treasury. He graduated from Harvard Law School and received a Master’s degree in public policy from Harvard University ’s John F. Kennedy School of Government. He received his undergraduate degree from Princeton University .
Richard J. Millies became Deputy Director of the Defense Security Cooperation Agency in September 2001. Prior to this, he was Director of Policy, Office of the Secretary of the Air Force, International Affairs. He has extensive experience working international affairs issues, particularly those associated with technology transfer, weapons sales, and political-military affairs. Much of his work experience was in the Department of the Air Force, but he has also worked for the Navy Department, Drug Enforcement Administration, and Office of Management and Budget. He has a BA from Fordham University , MS in Foreign Service from Georgetown University , and MBA from Southern Illinois University. Mr. Millies attended executive development programs at Harvard and M.I.T. He was also an Air Force Reserve Officer for over 20 years.
David O'Brien is President of O'Brien & Associates, LLC, a consulting and lobbying firm located in Washington , D.C. For over 23 years, Mr. O'Brien has represented a diverse group of clients including domestic and foreign defense contractors, aerospace and satellite companies as well as interests involved in homeland security. Mr. O'Brien is recognized for his advocacy of fair trade policies in defense equipment procurement between the U.S. and its allies. Among his many responsibilities in this field, Mr. O'Brien is a leader of an ad hoc coalition of interests, including U.S. defense equipment manufacturers and associations, foreign defense companies and key ally embassy officials, united to oppose protectionist legislation in the U.S. Congress.
Hon. David R. Oliver, Jr. is Executive Vice President and Chief Operating Officer of EADS North America. In this capacity, Mr. Oliver has direct oversight and responsibility for all marketing and business development activities of EADS North America and manages the operations activities of the EADS North America holding company. He reports directly to the Chairman and Chief Executive Officer. Prior to election to his current position, Mr. Oliver served in Baghdad as the Director of Management and Budget for the Coalition Forces in 2003. Following Senate confirmation in 1998, Mr. Oliver served as the Principal Deputy Under Secretary of Defense for Acquisition, Technology through two Administrations until July 2001. Mr. Oliver currently serves as a director on public and private boards and teaches Leadership and Management at the University of Maryland .
Gary A. Powell is the Director, Industrial Base Policy within the Office of the Deputy Under Secretary of Defense for Industrial Policy. The Deputy Under Secretary of Defense (Industrial Policy) is the principal advisor to the Under Secretary of Defense (Acquisition, Technology & Logistics) on all matters relating to the defense industrial base. Mr. Powell directs and manages the development of policies, procedures, analyses, and recommendations relating to defense industrial resources and defense industry trends; the industrial, financial, and economic impacts of DoD acquisition strategies and DoD/contractor management structures; the antitrust and national security impacts of mergers and acquisitions within the Department's industrial supply base; security of supply; and domestic source procurement restrictions.
Major General Preziosa is Defense, Air and Defense Attache, Embassy of Italy, Washington DC . From August, 1999 to December 3rd 2001 , he was General Assistant to the Chief of the Air Staff, and from 15th June 2002 to 30th July 2002 he was detached to TAMPA (USA) as IT SNR. In December 2001 he became Deputy Chief of the Operations Department of the Italian Air Staff. During his career he attended the Basic and Advanced Courses at the Air Staff College in Florence , a Flying Safety Course and the Strategic Defense College in Rome , and he currently holds a doctorate in Diplomatic and International Affairs from the University of Trieste . Brigadier General Preziosa is a command pilot with more than 2200 flying hours in a variety of aircraft, and he took part in flight operations in Bosnia , flying the Tornado.
Terry J. Pudas has served as the Deputy Director, Force Transformation since October 2001. He graduated from University of Washington in 1969 with a Bachelor of Science degree. He also holds a Master of Arts degree in National Security and Strategic Studies from the Naval War College and a Master of Arts degree in Management from Webster University . He entered the Navy in 1969 and was designated a naval aviator in May 1971. He commanded at both the squadron and wing level. He served as Air Officer on board USS MIDWAY (CV-41) deployed to the Persian Gulf and conducted operations in support of Desert Shield and Desert Storm. Terry Pudas retired from the Navy in September, 2001 with over 32 years of service after serving as the Deputy and Executive Assistant to the President of the Naval War College in Newport , Rhode Island .
Richard L. Rumpf is President, Rumpf Associates International. In this capacity, Mr. Rumpf has provided technical, programmatic, marketing, and management services to a number of public and private clients, primarily in the defense industry. Currently, Mr. Rumpf serves on the Board of Directors of Aurora Flight Sciences, Aereon Corporation and Lyrtech Inc. He is also on the Board of Advisors for Kokes Marine Technologies and Matrics, Inc. From June, 1985 to March, 1990, Mr. Rumpf was Principal Deputy Assistant Secretary of the Navy (Research, Engineering and Systems) ASN (RE&S) and Acting ASN (RE&S, Washington DC . From December, 1994 – 1997, Mr. Rumpf was President, Global Energy Group, Inc., Arlington , Virginia . Mr. Rumpf holds a B.S. and M.S. Aeronautical Engineering, University of Colorado .
William Schneider, Jr., Ph.D. is President of International Planning Services, Inc., a Washington-based international trade and finance advisory firm, and is an Adjunct Fellow of the Hudson Institute. He was formerly Under Secretary of State for Security Assistance, Science & Technology (1982-1986). He served as Associate Director for National Security and International Affairs at the Office of Management and Budget (1981-2) prior to being nominated as Under Secretary by the President. In addition Dr. Schneider serves as an advisor to the U.S. government in several capacities. He is currently a consultant to the departments of Defense, Energy, and State. He was appointed by Secretary of Defense Rumsfeld in March 2001 to serve as Chairman of the Defense Science Board.
Dr. Jennifer Stewart is the Director General, Washington DC Region of the Department of Public Works and Government Services Canada (PWGSC) and Counsellor for Defence Procurement at the Canadian Embassy in Washington . Dr. Stewart's office also supports the PWGSC International Cooperation Initiative, which facilitates knowledge and best practice sharing between Canada and the U.S. in the area of common services. Dr. Stewart is the current Chairman of the Foreign Procurement Group, a network of 25 countries who participate in the US Security Assistance Program. Dr. Stewart joined the Public Service in 1980. During her career, she has held various executive positions including Director, Human Resources Programs, PWGSC; Senior Program Advisor, Central Region, Department of Supply and Services (DSS); and Director of Evaluation, DSS. Dr. Stewart has a Ph.D. in English and Philosophy from McGill University .
Gregory M. Suchan became Deputy Assistant Secretary of State for Defense Trade in the Bureau of Political-Military Affairs in August 2003. Mr. Suchan has been a deputy Assistant Secretary in the Bureau of Political-Military Affairs since May 1, 2000 . For two years after the terrorist attacks of September 11, Mr. Suchan had been engaged full-time on foreign policy activities in support of Operation Enduring Freedom and Operation Iraqi Freedom. From 1990-94, Mr. Suchan was Counselor for Political Affairs at the U.S. Embassy in Copenhagen . In the period 1996-97, Mr. Suchan spent a year on the staff of Senator John McCain. From 1997 to his appointment as Deputy Assistant Secretary, Mr. Suchan was Director of offices in the Political-Military Bureau responsible for arms transfers, export controls and regional security.
Major General R.S. (Ruud) Van Dam is Assistant Chief of Staff C4I,Headquarters Supreme Allied Commander Transformation. Three months earlier, General van Dam had been appointed Assistant Chief of Staff CIS,Headquarters Supreme Allied Commander Atlantic , Norfolk , VA. From February 2000-2003, Major General Van Dam was appointed as Deputy Chief of the Defense Staff for National Plans at the Defense Staff (Ministry of Defense) in The Hague . From July 1998 to January 2000 Major General Van Dam was appointed as Assistant Chief of Staff Communications and Information Systems Division at Headquarters Allied Forces North, Brunssum. The General commanded the Guided Missile Group De Peel from December 1996 to July 1998. He attended the senior officers course at the NATO Defense College , Rome ,1996.
Alfred G. Volkman is the Director, International Cooperation for the Under Secretary of Defense (Acquisition, Technology and Logistics). He is responsible for establishing international Armaments cooperation policy, ensuring that policy is properly implemented and engaging with US allies and friends around the world to achieve closer cooperation. Mr. Volkman has a long history in international cooperation beginning in the late 1970’s when he negotiated the initial agreements with the United Kingdom that resulted in the cooperative development of the AV-8B Harrier Aircraft. In the early 1980’s he served on the NATO Air Command and Control Systems team in Brussels , Belgium . Mr. Volkman has served in a variety of international staff positions for both the Department of the Navy and the Office of the Secretary of Defense. Mr. Volkman has a Bachelor of Arts degree from Valparaiso University and a Master of Business Administration from George Washington University .
Congressman Curt Weldon, (R-PA) represents the Seventh Congressional District of Pennsylvania. Currently, he is Vice Chairman, the House Armed Services Committee (HASC) and Chairman, Tactical Air and Land Forces Subcommittee, HASC. Previously, he served six years as Chairman, Military Research and Development Subcommittee, HASC. First elected in 1987, Congressman Weldon is also a member of the House Science Committee and the Select Committee on Homeland Security, and founded the Homeland Security Caucus. He has made improving relations with Russia a major priority, working with Russian leaders on issues, including efforts to improve Russia 's energy supply, reduce environmental damage, and protect both nations from ballistic missile attack. Congressman Weldon holds a B.A. degree from West Chester University.
