Ms. G.P.W. Arts (MA) is the Defense (Materiel) Cooperation Attache at the Netherlands Embassy (June 2005). In DC she chairs the Defense MOU Attachés Group; a network of the Washington D.C. based Defense Cooperation Attachés of 21 nations with bilateral defense procurement Memoranda of Understanding with the United States. Earlier, Ms. Arts worked as the Personal Advisor of the Director of the Netherlands Defense Materiel Organization. Ms. Arts started in the Royal Netherlands Army as a project manager. After leaving the Royal Netherlands Army in 1997, Ms. Arts started working at ministerial level, firstly as Advisor Commercial and Industrial Policy (1997-1999), then as Advisor Defense Materiel Cooperation (2000-2004). Her area of responsibility was transatlantic cooperation (NATO). A lot of her efforts were focused on cooperation in the field of C4ISR, in particular Alliance Ground Surveillance and the related radar development program. Patrick Auroy, "Ingénieur général hors classe" (Armament Corps), was appointed Director of Force Systems and Trend Analysis of the "Délégation Générale pour l’Armement" (DGA, French Armament Agency) in August, 2004. He acts as Senior Adviser to the "Délégué Général pour l’Armement" and Deputy National Armament Director. Auditor at the Institute for high studies in national defense (IHEDN, Paris, 1998-99), he was Managing director of DGA’s Istres flight test center 1994/98. He then was appointed Airspace warfare force system architect at DGA’s Directorate of force systems and trend analysis, and was in charge of strategic advanced studies for the force system, including international discussions on missile defense 1998/2002. Patrick Auroy is a graduate of Ecole Polytechnique (1975), ENSAE (French National Aeronautics and Space Academy, 1980) and EPNER (French Flight Test Crew School, 1981). Vice Admiral Herbert A. Browne, USN (Ret.) is President and CEO, AFCEA. After his 36-year naval career, Vice Admiral Browne joined GRC International, an AT&T company, where he served as Vice President of Intelligence, Surveillance and Reconnaissance Applied Technologies. Vice Admiral Browne retired in 2000 from the position of Deputy Commander in Chief of the U.S. Space Command (USSPACECOM), Colorado Springs, Colorado. During his two-year tour with USSPACECOM, he was instrumental in establishing computer network defense as a new mission area across the Department of Defense. Prior to his work at USSPACECOM, Vice Admiral Browne was the Commander of the U.S. Third Fleet, San Diego, where he directed renovation of the fleet’s command ship, setting a new standard for afloat command and control (C2). Robert Bruce is the U.S. Defense Department's principal advisor and focal point for armaments cooperation programs, issues, and activities with allied and friendly nations in Europe, the former Warsaw Pact, and Canada. He frequently represents the Department in high level bilateral and multilateral meetings related to armaments cooperation, interoperability, and standardization, and advocates and facilitates armaments cooperation activities and processes. Retiring from the US Army after twenty-eight years, Mr. Bruce held a number of command and staff positions within the Field Artillery community before entering the Research and Development career field. He has served in the U.S. Mission to NATO; and as Chief of the Airborne Test Branch of the U.S. Army Airborne Board. Ann Calvaresi Barr is a Director in the Acquisition and Sourcing Management Team at the U.S. Government Accountability Office (GAO) in Washington, D.C. Some of Ann’s recent hot topics include the Dubai Ports Deal and the Committee of Foreign Investment in the U.S., technology transfers to China, export controls post 9/11, international participation in the development of the Joint Strike Fighter, and the use of DOD’s award and incentive fees to contractors. . She is a graduate of Dickinson College, where she earned a B.A. in Political Science in 1982. She also holds a 1984 Master of Public Administration from the American University, Washington, D.C., is a graduate of Harvard’s Kennedy School of Government Senior Executive Fellows Program and holds an MIT fellowship in Foreign Politics, International Relations and the National Interest. Francis M. Cevasco is President of Cevasco International, LLC. Mr. Cevasco is responsible for international policy analysis and advising on the international and domestic marketing of defense and commercial products. His efforts include assisting corporate clients resolve defense acquisition program and export problems with the US and foreign governments, preparing studies about prospects for future weapon system programs, preparing opinion surveys of US and foreign government officials and industry executives, and working with industry associations and think tanks to promote constructive change in government export control and export sales institutions. Prior to this, Mr. Cevasco was Vice President of Hicks and Associates, and, earlier, Vice President of the International Planning & Analysis Center (IPAC) (1993-1996). Hon. John W. Douglass is President and CEO of AIA. He served for nearly three years as assistant secretary of the Navy for research, development and acquisition of defense systems for the U.S. Navy and U.S. Marine Corps. Mr. Douglass completed 28 years of U.S. Air Force service and retired as a brigadier general in 1992. Within the executive branch, Mr. Douglass was director of national security programs for the White House, responsible for formulation policy on a broad range of national security issues. A native of Miami, Florida, he earned a bachelor of science degree in industrial engineering from the University of Florida, a master of science degree in industrial engineering from Texas Tech University, and a master of science degree in management science from Fairleigh Dickinson University. Aaron B. Fuller, III is President of the Defense Mission Engineering and Integration Division in the federal sector at Computer Sciences Corporation. He is responsible for CSC's business supporting the U.S. Navy, U.S. Marine Corps, U.S. Missile Defense Agency, Joint Commands and Agencies, and international business based on related U.S. defense programs. The focus of the programs range from large scale enterprise integration efforts to science and technology research. His teams are utilizing open systems architectures and open source capabilities to provide defense mission solutions. Capabilities include the largest single team of software engineers and integrators with three consecutive Software Engineering Institute CMM Level 5 ratings, including a CMMi 5, certified in March 2004. Senator Lindsey O. Graham was elected to serve as United States Senator on November 5, 2002. A native South Carolinian, Graham grew up in Central, graduated from D.W. Daniel High School, and earned his undergraduate and law degrees from the University of South Carolina in Columbia. He served his nation in the United States Air Force and South Carolina Air Guard. An Operation Desert Shield / Desert Storm veteran who served as Staff Judge Advocate at McEntire Air National Guard Base, he continues to serve as a Lt. Colonel in the U.S. Air Force Reserves. In 1988, Graham established a private law practice and in 1992 was elected to the South Carolina House of Representatives. In 1994, he became the first Republican to represent South Carolina's Third Congressional District in Washington since 1877. Bill Greenwalt is the Deputy Under Secretary of Defense for Industrial Policy. He is the principal advisor to the Under Secretary of Defense (Acquisition, Technology & Logistics) and the Deputy Under Secretary of Defense (Acquisition and Technology) on all matters relating to the defense industrial base. Prior to joining DoD, Mr. Greenwalt was a Professional Staff Member of the Senate Armed Services Committee (Senator John Warner, Chairman) from March 1999 until March 2006 and was responsible for defense acquisition policy, industrial base, export control, and management reform issues. Mr. Greenwalt graduated from California State University at Long Beach in 1982 with a degree in political science and economics and received his M.A. in defense and security studies from the University of Southern California in 1989. Jim Hall is Acting Assistant Deputy Under Secretary of Defense for Logistics Plans and Programs. He is responsible for maintaining and monitoring the Logistics Strategic Plan and Roadmap, supporting Joint Capability development, providing logistics input to business transformation efforts, coordinating International logistics relationships, guiding the Human Capital Plan for Logistics, and championing standardization across the Department. Before joining the department, Jim addressed a range of supply chain management and operations issues as a partner in major management consulting firms. He served in combat operations in the Navy as a surface warfare officer aboard a DDG. He is a graduate of the Naval Academy. BGen David R. Heinz, USMC has been assigned as the Deputy Program Executive Officer, F-35 Lightning II Program, Arlington, VA since July 2006. He was a systems avionics instructor at the U.S. Naval Test Pilot School from June 1989 to June 1991. During this time, BGen Heinz was nominated by the Marine Corps as an Astronaut candidate. In October 2002, BGen Heinz was assigned as the Program Manager for the AV-8B Harrier program, PMA-257, Naval Aviation Systems Command, Patuxent River, MD. In June 2005, BGen Heinz was assigned as the Deputy Director for Operations, National Military Command Center, J-3, Joint Staff, Pentagon. BGen Heinz has completed a Master of Science degree in Computer Science with a subspecialty in Artificial Intelligence from the Florida Institute of Technology and a Master of Arts degree in National Security and Strategic Studies from the Naval Warfare College. Van D. Hipp, Jr. is Chairman, American Defense International, Inc. He served as Chairman of the South Carolina Republican Party from 1986-89. In 1988, Hipp served as surrogate campaigner for Congressman Floyd Spence, as a member of the Presidential Electoral College, and as a speaker at the Republican National Convention. In 1990, he was sworn in as the Deputy Assistant Secretary of the Army (Reserve Forces and Mobilization). Following the “Tailhook Scandal,” Hipp was appointed as the Principal Deputy General Counsel of the Navy. Hipp is a veteran of the U.S. Army and served on active duty in both Operation Desert Storm and Operation Restore Democracy. He has a Bachelor’s Degree in Economics from Wofford College and a Juris Doctor from the University of South Carolina School of Law. Joel L. Johnson is Executive Director – International, The Teal Group. Mr. Johnson retired in August of 2005 as Vice President, International, for the Aerospace Industries Association (AIA). Prior to his 21 years in the trade association sector, Mr. Johnson served over 13 years with the federal government, including as Deputy Director of the Office of Trade Policy at Treasury, a member of the Secretary of State’s Policy Planning Staff, and a Professional Staff Member on the Senate Foreign Relations Committee. His work in government centered on economic development and trade issues. Mr. Johnson received his undergraduate degree from Wesleyan University and his Masters Degree from the Woodrow Wilson School of Public and International Affairs at Princeton University. Rear Admiral (Armament Corps) Francis Jouanjean is Defense Cooperation Attache to the Embassy of France in Washington, DC. In 2001, after his graduation from ICAF he moved to Paris to become Technical Director of the Naval Program Directorate (SPN) of the Delegation Generale pour l’Armement (DGA). In 1997 he was appointed Director for fleet maintenance in Toulon. Admiral Jouanjean was assigned to DGA Paris as Deputy Director for fleet maintenance in 1994. He graduated from Ecole Nationale Superieure des Ingenieurs des Etudes d’Armement in 1978, from Institut d’Administration des Entreprises in 1980 and from Paris University (DESS of defense) in 1981. He attended the CHEAR (Centre des Hautes Etudes de l’Armement) in 1997 and graduated from the Industrial College of the Armed Forces (ICAF) in 2001. Major General Tom Henry Knutsen is the Defense Attache at the Royal Norwegian Embassy in Washington D.C. Major General Knutsen was Commander Nor Defence Education Centre/Commandant Nor National Defence College from 2005 until 2006. Prior to this, Major General Knutsen was Head of the Crisis Management Section, Nor Ministry of Defence. From 2002-2003 MGen Knutsen was the Commander, RNoAF Air Warfare Center. From 1991-94, he was Aide de Campe to HM King Harald V. Major General Knutsen attended the Norwegian National Defence College, Crisis Management Course in 1998, the Norwegian National Defence College, Information Course in 1997, and USAF Air War College, Maxwell AFB 1995-96 where he was awarded Red River Valley Fighter Pilot’s Association Award for Outstanding Paper on Air Power. The Hon. Kenneth J. Krieg is the Under Secretary of Defense for Acquisition, Technology and Logistics. The Senate confirmed him to this position in June 2005. Previously, Mr. Krieg served at the Department of Defense as Special Assistant to the Secretary and Director for Program Analysis & Evaluation. He joined the Department of Defense in July 2001 to serve as the Executive Secretary of the Senior Executive Council. Before joining the Department of Defense, Mr. Krieg worked for International Paper, most recently as Vice President and General Manager of the Office and Consumer Papers Division. Mr. Krieg received his BA degree in history from Davidson College and his Masters in Public Policy from the Kennedy School of Government at Harvard University. Dominique P. Lamoureux is VP Ethics and Corporate Responsibility for Thales, Europe’s leading player in defense, aerospace and security with 2004 sales of 10.3 billion euros. He is Secretary of the Corporate Ethics and Corporate Responsibility Committee. He has been President since 1989 of French industrial exporters trade association on strategic products (SIEPS), and Chairman of the Export Control Working Group for the Union of Industrial and Employers Confederations of Europe (UNICE). He is also a member of the Aerospace and Defence European Association’s (ASD) Export Control Committee. He has been awarded the French Order of the Legion of Honor and National Order of Merit. Dr. Joseph P. Lawrence, III is Director of Transition, Office of Naval Research. In 2004 he was detailed as Associate Technical Director – Transitions (ATD-T) for ONR, responsible within ONR for approximately one third of the Department of the Navy S&T budget, including FNCs and ACTDs. In 2005 he was formally selected as the ATD-T, which has since been re-titled as the Director of Transitions. Earlier, (September, 2001) Dr. Lawrence was appointed as the Director of the ONR Surveillance, Communications and Electronic Combat Division (ONR 313). Dr. Lawrence received a B.S.E.E. from the University of Maryland, College Park, an M.S.E. from Princeton University, and a Ph.D. from the University of Maryland, College Park, all in Electrical Engineering. He is a member of the Federal Senior Executive Service. Beth M. McCormick, a member of the Senior Executive Service, was appointed to the position of Acting Director, Defense Technology Security Administration on August 8, 2005, having previously served as the Deputy Director. Prior to her current position, Mrs. McCormick served as the Director of Policy, U.S. Air Force International Affairs from November 2001 to January 2005. From July 1994 to October 2001, she served in several executive positions with the National Aeronautics and Space Administration, including Director of International Relations and Deputy Associate Administrator for Life and Microgravity Sciences. Mrs. McCormick received her B.A. from Dickinson College, Carlisle, Pennsylvania in Political Science and Russian and Soviet Area Studies in 1981. She received her M.A. in Security Policy Studies from George Washington University in 1983. Mindy Montgomery is Deputy Director for Investment, Office of the Director, Defense Research and Engineering. She provides oversight of the DoD research and engineering (R&E) investment and supports the R&E Community during the Planning, Programming, Budgeting and Execution process. She is also working to strengthen the process for generating R&E requirements and implement metrics for measuring success. In addition, she is leading a defense-wide, cross-functional team to address energy security, which will result in a DoD energy strategy and roadmap. Previous assignments include serving as the Deputy for Legislation and Program Integration for the Deputy Under Secretary of Defense for Installations and Environment. Mrs. Montgomery graduated from Mary Washington College in 1991 with a B.S. in Mathematics and received an M.S. in Operations Research from George Washington University in 1996. M Gilbert Multedo has served, since January 2004, as Thales Architecture Framework (TAF) Director within the BattleSpace Transformation Center (BTC). TAF is a transverse organisation of Thales managed by the Division Land & Joint in charge of the design of generic system and technical architectures of new C4ISR/NCW. His duties involve managing system engineering research and development in the field of Transmissions, Networks, Security, C2IS, ISR and Land Combat Systems. He was during his career Technical director of Thales Airborne Systems in charge of the European Integrated Modular Avionic Programme ASAAC and advanced studies and developments on Air/Air and Air/ground weapon Systems and Maritime Patrol Systems. He was awarded the General Ferrié Prize in 1998 for his works in the military communications field in France. Dr. Margaret E. Myers is the Principal Director, Deputy Assistant Secretary of Defense (Information Management and Technology). She was previously the Principal Director, Deputy Assistant Secretary of Defense (Deputy Chief Information Officer) and Director of Information Technology Acquisition and Investment for the Office of the Assistant Secretary of Defense (OASD) for Command, Control, Communications, and Intelligence (C3I) and served as Acting Deputy Assistant Secretary of Defense for C3I Acquisition. Her other prior positions include Deputy Commander and Technical Director of the US Army Operational Evaluation Command (OEC), and Director of Information Mission Area Systems Evaluation (OEC). She earned a B.A. in mathematics from Colorado College, an M.S. in operations research from American University, and a Ph.D. in information technology from George Mason University. Terry J. Pudas has served as the Deputy Director, Force Transformation since October 2001. He graduated from University of Washington in 1969 with a Bachelor of Science degree. He also holds a Master of Arts degree in National Security and Strategic Studies from the Naval War College and a Master of Arts degree in Management from Webster University. He entered the Navy in 1969 and was designated a naval aviator in May 1971. He commanded at both the squadron and wing level. He served as Air Officer on board USS MIDWAY (CV-41) deployed to the Persian Gulf and conducted operations in support of Desert Shield and Desert Storm. Terry Pudas retired from the Navy in September, 2001 with over 32 years of service after serving as the Deputy and Executive Assistant to the President of the Naval War College in Newport, Rhode Island. Gregory M. Suchan became Deputy Assistant Secretary of State for Defense Trade in the Bureau of Political-Military Affairs in August 2003. Mr. Suchan has been a deputy Assistant Secretary in the Bureau of Political-Military Affairs since May 1, 2000. For two years after the terrorist attacks of September 11, Mr. Suchan had been engaged full-time on foreign policy activities in support of Operation Enduring Freedom and Operation Iraqi Freedom. From 1990-94, Mr. Suchan was Counselor for Political Affairs at the U.S. Embassy in Copenhagen. In the period 1996-97, Mr. Suchan spent a year on the staff of Senator John McCain. From 1997 to his appointment as Deputy Assistant Secretary, Mr. Suchan was Director of offices in the Political-Military Bureau responsible for arms transfers, export controls and regional security. Cdr. Topi Tuukkanen is the head of Development Division of the Finnish Defense Forces CIS Center. The FDF CIS Center is responsible for the operation, maintenance and development of communication and information systems within Finnish Defense Forces. Currently he is also a national point of contact in software defined radio related international cooperative activities. With a degree in computer sciences and post-graduate training in communications systems and electronic warfare at the Army Signals School, Cdr Tuukkanen was then appointed Head of CIS Branch in Operations Division of the Finnish Navy Headquarters. His thorough knowledge of technical possibilities combined with knowledge of operational requirements subsequently mandated posting to the Finnish Naval Academy where he was Chief Instructor, Military Technology as well as the Head of Department, Naval Warfare. Brigadier General Blandine Vinson-Rouchon is an Armament Engineer who was promoted Chevalier de l’Ordre National du Merite in 1998, and Chevalier de la Legion d’Honneur in 2002. In February, 2005, Brigadier General Vinson-Rouchon became Head, SAIS (Inter Systems Architecture Service). Earlier (February 2004), she had been assigned as Land Force System Architect, with the overarching responsibility to oversee and to plan the future roadmap for every French Army system. Within this position, she took the opportunity to launch the BOA (Air Land NCW) ACTD, a system of system for the land warrior. The General graduated from Ecole Polytechnique (class of 1981) and from Ecole Nationale Des Techniques Avancees. She also took part in the Centre des Hautes Etudes de l’Armement 37 th session (CHEAR is the French equivalent of the US Industrial College of the Armed Forces). Alfred G. Volkman is the Director, International Cooperation for the Under Secretary of Defense (Acquisition, Technology and Logistics). He is responsible for establishing international Armaments cooperation policy, ensuring that policy is properly implemented and engaging with US allies and friends around the world to achieve closer cooperation. Mr. Volkman has a long history in international cooperation beginning in the late 1970’s when he negotiated the initial agreements with the United Kingdom that resulted in the cooperative development of the AV-8B Harrier Aircraft. In the early 1980’s he served on the NATO Air Command and Control Systems team in Brussels, Belgium. Mr. Volkman has served in a variety of international staff positions for both the Department of the Navy and the Office of the Secretary of Defense. Mr. Volkman has a Bachelor of Arts degree from Valparaiso University and a Master of Business Administration from George Washington University. Congressman Curt Weldon, (R-PA) represents the Seventh Congressional District of Pennsylvania. Currently, he is Vice Chairman, the House Armed Services Committee (HASC) and Chairman, Tactical Air and Land Forces Subcommittee, HASC. Previously, he served six years as Chairman, Military Research and Development Subcommittee, HASC. First elected in 1987, Congressman Weldon is also a member of the House Science Committee and the Select Committee on Homeland Security, and founded the Homeland Security Caucus. He has made improving relations with Russia a major priority, working with Russian leaders on issues, including efforts to improve Russia's energy supply, reduce environmental damage, and protect both nations from ballistic missile attack. Congressman Weldon holds a B.A. degree from West Chester University. David Whiteree is Chairman of IDEEA, Inc., a Virginia company founded in 1985. He is Chief Executive and Founder of the ComDef series of exhibitions and symposia. IDEEA, Inc. is a full service international business development and marketing company established in Washington DC. Mr. Whiteree is founder/publisher of “Common Defense Forum”. Prior to this, he was Vice President of the company, responsible for business focus, with an emphasis on emerging information and computer technologies. He holds a joint BA honors degree in marketing from Strathclyde University, Scotland and is a past President of its Wine Appreciation Society. Mr. Whiteree is a member of the National Press Club. Colonel Michael E. Williamson, USA assumed his duties as Project Manager, Future Combat Systems (Brigade Combat Team) Network Systems’ Integration for Program Manager, Future Combat Systems (Brigade Combat Team) in June 2006. Colonel Williamson served as Commander of Software Engineering Center-Belvoir (SEC-B) prior to Future Combat Systems. Prior to this, he was the Acquisition Military Assistant to the Secretary of the Army. Colonel Wlliamson’s education includes a Bachelor of Science from Husson College in Business Administration, a Masters of Science in Systems Management from the Naval Postgraduate School and a PhD in Business Administration from Madison University. John H. Young, Jr. is Chief Executive Officer, EADS North America Defense. Prior to this, Mr. Young spent more than 32 years in various executive positions with Northrop Grumman Corporation – most recently as the Corporate Vice President for Contracts and Pricing. During his career at Northrop Grumman, Young led the company’s airborne early warning and electronic warfare (AEW&EW) systems efforts as Vice President and deputy business area leader in the Integrated Systems sector. Young served in the U.S. Marine Corps during the Vietnam War with the VMCJ-2 photo reconnaissance and electronic warfare squadron. He earned a Bachelor of Science degree in accounting from the New York Institute of Technology. |
