Guy Copeland is vice president of information infrastructure advisory programs within CSC’ s North American Public Sector. He is a special assistant to CSC’ s CEO, Michael Laphen, and represents Mr. Laphen, in the working bodies of the President's National Security Telecommunications Advisory Committee (NSTAC). Mr. Copeland currently is chairman of the NSTAC's Research and Development Task Force. His 22 year, U.S. Army Signal Corps career, included project management, field communications, data network engineering and flying CH-47 helicopters in Vietnam . Mr. Copeland served as the elected, first Chairperson of the Information Technology Sector Coordinating Council, from January 2006 to January 2008 and continues on the council ’ s Executive Committee. Mr. Copeland has an MS degree in electrical engineering from the University of California at Berkeley and a BS degree in electrical engineering from the University of Wisconsin in Madison.
Brigadier General (Armament) Olivier-Pierre Jacquotte is Defense Cooperation Attache, Embassy of France in Washington DC (July 2007). Previously, Brigadier General Jacquotte was Deputy Director, Research and Technology for the Defense and Security Department (within the Strategy Direction of DGA). Mr. Jacquotte devoted part of his career to research and research policy, either as a scientist or as a manager. After four years as Research and Teaching Assistant at the University of Texas at Austin , Mr. Jacquotte joined in 1985 the French National Aerospace Research Center (ONERA) as Head of the division in charge of Computational Mechanics methods. Mr. Jacquotte has an Engineering degree from Ecole Polytechnique, Paris, and a PhD in Engineering Mechanics from the University of Texas at Austin, USA .
Declan Kirrane is founder and Managing Director of ISC, Brussels . ISC specializes in science and R&D public affairs, policy analysis and information dissemination. In 1994 Declan established the CORDIS (Community Research and Development Information Service) on-line dissemination service at the beginning of FP4. Prior to that he was Editor of the CORDIS News Service. Declan has variously edited the Commission's CORDIS focus, Innovation and Technology Transfer Newsletter and European Dialogue. He has also lectured widely on EU science policy and implementing programs, and has developed R&D and innovation strategies for public and private sector organizations. ISC is currently contracted to the European Commission, US Department of Energy's Office of Science, EUREKA and the European Patent Office, amongst others.
Major General Tom Henry Knutsen is the Defense Attache at the Royal Norwegian Embassy in Washington D.C. Major General Knutsen was Commander Nor Defence Education Centre/Commandant Nor National Defence College from 2005 until 2006. Prior to this, Major General Knutsen was Head of the Crisis Management Section, Nor Ministry of Defence. From 2002-2003 MGen Knutsen was the Commander, RNoAF Air Warfare Center . From 1991-94, he was Aide de Campe to HM King Harald V. Major General Knutsen attended the Norwegian National Defence College , Crisis Management Course in 1998, the Norwegian National Defence College , Information Course in 1997, and USAF Air War College , Maxwell AFB 1995-96 where he was awarded Red River Valley Fighter Pilot’s Association Award for Outstanding Paper on Air Power.
Dr. Uwe M. Koch is Minister-Counselor and Head of the Defense Cooperation Branch at the Embassy of the Federal Republic of Germany in Washington , D.C. Before this, he was Assistant Branch Chief at the Federal Ministry of Defense (MoD) in Bonn, Germany. His responsibilities included international cooperation in air armaments. He also served as Senior Staff Officer to the German Delegates to the NATO Air Force Armaments Group (NAFAG) and to the Five-Power Air Senior National Representatives (Air SNRs). Prior to these assignments, he was responsible for air-to-ground munitions at the MoD. Dr. Koch held a number of positions in the armaments administration, including assignments at the Federal Armed Forces Test Center for Weapons and Ammunition in Meppen and the Federal Office of Defense Technology and Procurement in Koblenz, both in Germany . In 1999, Dr. Koch was assigned to the Office of the Product Manager, Combat Identification in Fort Monmouth , New Jersey, as a participant of the German-U.S. Exchange Program for Scientists and Engineers (ESEP). Dr. Koch is a chemist by training; he received his master’s degree in 1989, and his Ph.D. in 1992.
Remy Nathan is the Assistant Vice President for International Affairs at the Aerospace Industries Association ( AIA ). The International Affairs division is responsible for monitoring, analyzing and recommending actions on issues as they affect international commercial and military aerospace markets. These topics include export financing, international negotiations, relevant government regulations and legislation, export controls, foreign military sales, NATO policies and programs, and international cooperative programs. Prior to joining AIA , Remy was responsible for supporting US companies active in Malaysia , as well as the Defense Working Group of the US-ASEAN Business Council. He holds a B.A. in Government and Foreign Affairs and China Studies from the University of Virginia and an M.A. in International Economics and Southeast Asian Studies from The Johns Hopkins University School of Advanced International Studies ( SAIS ).
David R. Oliver, Jr. is the Chief Operating Officer of EADS North America, with responsibility for the full scope of company operations. Dave’s diverse career has included extensive experience in government, industry, and the military. He has served as a flag officer in the military, a CEO in industry, and a Senate-confirmed political appointee. Immediately prior to joining EADS North America, Oliver was in Iraq as the Director of Management and Budget fo r the Coalition Forces. Previously, he served the second Clinton Administration and the first few months of the Bush Administration as Principal Deputy Undersecretary of Defense for Acquisition, Technology and Logistics, a position he assumed after having worked as an executive at Northrop Grumman Corporation. Oliver completed a distinguished career in the U.S. Navy in 1995, retiring as a Rear Admiral (Upper Half). Mr. Oliver’s undergraduate training was from the United States Naval Academy ; subsequently, he received a Master of Arts in Political Science and International Affairs ( Middle East ) from American University.
Andrew Radcliffe is Counsellor Defence Equipment, British Embassy, Washington DC. Since joining the Ministry of Defence in 1979, Andrew has undertaken roles in procurement, international relations, policy & science and technology. His career has taken him to the US Navy Sea Systems Command in Washington DC (US/UK Surface Ship Torpedo Defence Joint Project): London (Commercial Manager Anglo-Italian helicopter program, EH101, and the UK's Merlin Anti Submarine Warfare helicopter) and at the Defence Procurement Agency in Bristol (Eurofighter/Typhoon, International Relations Group & Commercial & Procurement Director of the UK's future aircraft carrier programme): NATO (Munich) Eurofighter/Tornado management agency. He has a BA in Geography, is a Member of the Chartered Institute of Purchasing & Supply and has a Diploma in Purchasing and Supply.
Major General William M. Rajczak is the Deputy Director for Joint Capability Development at US Joint Forces Command. In this role, General Rajczak oversees the development of a vast network of innovation, integration and joint/multinational interoperable architectures and data standards in direct support of COCOM Joint Task Forces worldwide. Working closely across JFCOM, he leads efforts to develop future joint command and control capabilities in cooperation with STRATCOM, OSD, the Services, and the Joint Staff. He also provides executive guidance and support to the integration of cyber support activities and intelligence, surveillance, and reconnaissance with command and control efforts in JFCOM. General Rajczak was commissioned in 1971 as a graduate of the U.S. Air Force Academy, receiving a Bachelor of Science degree in engineering management. He holds Graduate Degrees in Systems Management and Hazardous Waste Management. General Rajczak was recalled to active duty in 1999, a second time in 2002, and was selected to serve in a Chairman’s Ten billet in October, 2006.
Alan R. Shaffer serves as the Principal Deputy Director, Defense Research and Engineering. In this position, Mr. Shaffer is responsible for formulating, planning, and reviewing the DoD Research, Development, Test, and Evaluation (RDT&E) programs, plans, strategy, priorities, and execution of the DoD RDT&E budget. Mr. Shaffer continues to serve as Director, Plans and Programs, Defense Research & Engineering while serving as the Principal Deputy. Prior to entering the federal government, Mr. Shaffer served a 24-year United States Air Force career with assignments in weather, intelligence, science and technology management, acquisition oversight, and programming. Mr. Shaffer earned a Bachelor of Science Degree in Mathematics from the University of Vermont in 1976. He earned a second Bachelor of Science in Meteorology from the University of Utah, a Master of Science in Meteorology from the Naval Postgraduate School, and a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces.
Dr. Jennifer Stewart is the Director General, Washington DC Region of the Department of Public Works and Government Services Canada (PWGSC) and Counsellor for Defence Procurement at the Canadian Embassy in Washington . Dr. Stewart's office also supports the PWGSC International Cooperation Initiative, which facilitates knowledge and best practice sharing between Canada and the U.S. in the area of common services. Dr. Stewart is the current Chairman of the Foreign Procurement Group, a network of 25 countries who participate in the US Security Assistance Program. Dr. Stewart joined the Public Service in 1980. During her career, she has held various executive positions including Director, Human Resources Programs, PWGSC; Senior Program Advisor, Central Region, Department of Supply and Services ( DSS ); and Director of Evaluation, DSS. Dr. Stewart has a Ph.D. in English and Philosophy from McGill University.
Alfred G. Volkman is the Director, International Cooperation for the Under Secretary of Defense (Acquisition, Technology and Logistics). He is responsible for establishing international Armaments cooperation policy, ensuring that policy is properly implemented and engaging with US allies and friends around the world to achieve closer cooperation. Mr. Volkman has a long history in international cooperation beginning in the late 1970's when he negotiated the initial agreements with the United Kingdom that resulted in the cooperative development of the AV-8B Harrier Aircraft. In the early 1980~s he served on the NATO Air Command and Control Systems team in Brussels, Belgium . Mr. Volkman has served in a variety of international staff positions for both the Department of the Navy and the Office of the Secretary of Defense. Mr. Volkman has a Bachelor of Arts degree from Valparaiso University and a Master of Business Administration from George Washington University.
