The Twenty First Conference on International Defense Cooperation

Frederick R. Beer is the Director, International Agreements Division, Navy International Programs Office. Current programs in his area of responsibility include the Multi-mission Maritime Aircraft, NATO SEASPARROW Project, Multifunctional Information Distribution System, AV-8B HARRIER, and Maritime Missile Defense. Mr. Beer has served as Chairman of the International Acquisition Committee of the DAR Council, with responsibility for FAR and DFARS international contracting policy, including the North American Free Trade Agreement (NAFTA), the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) and the Buy American Act. He also served as the Navy representative to the Committee on Foreign Investment in the U.S. (CFIUS). Mr. Beer holds a Bachelor's degree in Business (BS) from the University of Maryland, a Masters degree in Finance (MBA) from The George Washington University, and a Masters degree (MS) in National Resource Strategy from the National Defense University Industrial College of the Armed Forces (ICAF).

LCDR Troy Beshears is the United States Coast Guard UAV Platform Manager. His military career includes service with the US Army, Navy and USCG. Assignments include five years as a Pilot in Command OH-58D Target Acquisition & Reconnaissance Platoon 1 st Cavalry, 2 nd Armored & 5 th Heavy Mech Divisions. Three years as Officer In Charge Aviation Detachment Guantanamo Bay Cuba during Operations Able Manner & Restore Democracy. Five years as an Instrument Flight Rules & Tactics Flight Instructor, US Navy Flight School. Graduate of the US Army Flight Safety Officer Program. And prior to his current assignment, as HH-65 Pilot in Command, USCG Air Station New Orleans where he received the Distinguished Flying Cross for saving 51 men from a burning oil rig in the Gulf of Mexico .

Major General Jan Blom is the Norwegian Defense and Military Attaché at the Royal Norwegian Embassy in Washington D.C. Previously he served as Director General Norwegian Intelligence Service. As a Brigadier General he was positioned as Chief of Staff of the Army Staff, HQ Defense Command Norway. He has also served with NATO/Supreme Headquarters Allied Europe, first as Chief Co-ordination Section, Combat Requirements Branch, Ops Division for two years, followed by the position of Chief Financial Planning Branch, Resource Division for an additional two years. He completed the Military Academy in 1971, attended the Army Staff College in 1982, completed the US Marine Corps Command and Staff College in 1985 and attended the Norwegian National Defense College in 1991.

Dr. Timothy Coffey is Senior Research Scientist, University of Maryland (2001 – present), & Edison Chair, National Defense University (2002 – present). Dr. Coffey was Associate Director Research NRL (1980-82), Director of Research NRL (1982-2001). He was Head, Plasma Dynamics Branch NRL (1971-75), Superintendent, Plasma Physics Division, NRL (1975-1980). Dr. Coffey was with EG&G, Inc. from 1966-71. He holds BSEE. From MIT (1962), MS Physics (1963) and Ph.D. Physics (1967) both from University of Michigan. Dr. Coffey is a Fellow of American Physical Society, Fellow Franklin Institute, Fellow Washington Academy of Sciences. He holds the Delmer S. Fahrney Medal and DoD Distinguished Civilian Service Award (both in 1991). Robert Dexter Conrad Award (2000). NRL Lifetime Achievement Award (2001).

Michael B. Darch is the Executive Director of OCRI's Ottawa Global Marketing. The Global Marketing group is responsible for the attraction of investment, companies and people to the Ottawa region and the management of Ottawa’s global partnerships. Michael has over 30 years experience in the private sector. He was the founder and President of Lansdowne Technologies Inc. for 20 years. Lansdowne provided management services to large technology-intensive projects, primarily in the aerospace and defense sectors. Michael served as an engineering officer for 11 years in the Canadian Air Force. Michael holds Masters degrees in Business from the University of Ottawa and Engineering from Case Western Reserve University in Cleveland and is a graduate of the Royal Military College of Canada. He is a Professional Engineer, registered in the Province of Ontario.

Graham Eveille is the Counsellor Defence Materiel representing the Australian Defence Materiel Organisation in North America. His branch is the shopfront for materiel acquisition and support policy, Australian project offices, foreign military sales, commercial procurement, freight and Australian defence industry. Mr Eveille is a member of the Senior Executive Service and joined the Australian Department of Defence in 1988 as civilian cadet engineer. He started his engineering career supporting marine systems in naval platforms such as submarines, mine hunters and FFGs. During 2000, Mr Eveille was the working level author of the first Australian Defence Capability Plan listing intended major acquisition projects for the period 2001 to 2010. Mr Eveille moved back to the materiel projects area providing policy support and acting as the Director General Minor War Vessels acquiring and supporting patrol boats, mine hunters, hydrographic ships and smaller items for Royal Australian Navy.

Dean Flatt was appointed President of Aerospace Electronic Systems in November 2001. AES is a $4 billion business unit within Honeywell Aerospace. Dean joined the company in 1996 as Vice President and General Manager of the Defense and Space Systems enterprise. He was promoted to President of AES Defense and Space Systems following the merger of AlliedSignal and Honeywell. In July 2000, Dean was named President of Honeywell Performance Polymers & Chemicals. Prior to this, Dean served five years as President of Hill Refrigeration and Hill Phoenix Refrigeration. Dean was a Nuclear Test Engineer at Consumer Power, following five years service as a Nuclear Submarine Officer in the U.S. Navy. Dean earned a bachelor’s degree in Mathematics at the U.S. Naval Academy in 1972 and the equivalent of a master’s degree in Nuclear Engineering through U.S. Navy training. Dean has an MBA from Stanford University .

Bradley P. Forst is a private business consultant. He is also a faculty associate and instructor of International Management at Arizona State University. He most recently consulted with Armor Holdings Inc, Jacksonville, Fla. Mr. Forst was President and CEO of Simula, Inc. Phoenix, AZ from 2000-2003. He positioned the company for sale and completed merger with Armor Holdings, Inc. in 2003 having tripled shareholder value from inception date. Mr. Forst has a diverse background combining operations, technology, regulated industries, finance, and legal experience in a variety of industries including defense, aerospace, automotive, technology, and energy. Mr. Forst holds a BA, Coe College, Cedar Rapids, IA, JD, University of Tulsa, OK, College of Law, and LL.M. with full scholarship, specializing in corporate law and finance transactions, Columbia University, NY, New York School of Law.

Luke Gill is the Vice President, Joint Strike Fighter (JSF) Global Sustainment for Lockheed Martin Aeronautics Company – Fort Worth . Prior to assuming his present position Mr. Gill held positions as Vice President JSF Autonomic Logistics and Vice President of Product Support for Lockheed Martin Aeronautics. Mr. Gill joined Lockheed Martin after serving as Vice President of Maintenance and Engineering at Southwest Airlines. His airline career also included senior maintenance and logistics management positions at Continental Airlines and Northwest Airlines. Prior to this, Mr. Gill completed a distinguished 25-year career in the U.S. Air Force, retiring in January, 1990 with the rank of Colonel. Mr. Gill attained a Master of Arts in Business Administration and Personnel Management from Webster University of St. Louis, Missouri, and a Bachelor of Science in Mechanical Engineering from the University of Pittsburgh .

John D. Grabo, Director of Marketing and International Programs for the University of Arizona Science and Technology Park is responsible for the development and execution of the Park’s strategic marketing plan both domestically and internationally. Additionally, Mr. Grabo directs the strategic development of the UASTP International Programs with emphasis on Canada and Europe. Prior to joining the Campus Research Corporation, Grabo served as Vice President of Corporate Relations for the Greater Tucson Economic Council (GTEC). Mr. Grabo, is a graduate of the University of Arizona, where he earned his Bachelors Degree in Business Administration, majoring in Marketing. He is also a member of the International Economic Development Council, the Arizona Association for Economic Development and CoreNet Global Network.

Dirk J. Habig is Defense Cooperation Attache at the Royal Netherlands Embassy in Washington DC. Mr. Habig’s previous position was Chief Acquisition Support Division, Directorate Materiel Royal Netherlands Air Force, The Hague, The Netherlands. From 1994 to 1997 he was Chief Section Management Control/Chief Section Financial Control/Head Controller Division (acting). Mr. Habig was Deputy Director Procurement Division/Head Contracts Branch, Directorate Materiel Royal Netherlands Navy, The Hague, The Netherlands from 1987 until 1994. He attended the NATO Defense College in Rome, Italy from 1999 until 2000, and the IATA Learning Centre in Geneva, Switzerland in 1998. In 1984, Mr. Habig attended the Defense Institute of Security Assistance Management at Wright Patterson AFB, Dayton, Ohio.

Joel L. Johnson is Vice President, International, for the Aerospace Industries Association (AIA), the trade association representing the major manufacturers of aerospace products. Prior to his 21 years in the trade association sector, he served over 13 years with the federal government, including as Deputy Director of the Office of Trade Policy at Treasury, a member of the Secretary of State’s Policy Planning Staff, and a Professional Staff Member on the Senate Foreign Relations Committee. His work in government centred on economic development and international trade issues. Mr. Johnson received his undergraduate degree from Wesleyan University and his Masters Degree from the Woodrow Wilson School of Public and International Affairs at Princeton University .

Craig N. Kitchen is President and Chief Executive Officer, EP Technologies, LLC. Kitchen will drive growth by leveraging current technologies in new markets such as Nickel-Hydrogen space batteries in terrestrial applications and create value through the deployment of new technologies such as Lithium-Ion for space and medical applications. Prior to joining EaglePicher Technologies, Kitchen was President of Catalytica Inc, a public company involved in front-end commercialization of advanced combustion technologies. Previous to this experience, Kitchen was Managing Director of the Turbofan Propulsion business for Allied Signal with annual sales of $350 million. Earlier in his career he headed the Washington, DC offices for Garrett in missile systems. Kitchen is a graduate of the US Air Force Academy in Mechanical Engineering, with a master’s degree in Business Administration from the University of Colorado.

Marvin Leibstone is the North America Editor for NATO's Nations Magazine and Military Technology Magazine, and editor & publisher of Global Security & Trade Journal. For more than a dozen years his column on national security affairs appeared regularly in newspapers across the U.S. He is also an adjunct fellow and writer-in-residence at the Washington-area based Potomac Institute for Policy Studies, and a retired U.S. Army Colonel. He received his MA in  political science/international politics from George Washington University.

Kevin Margeson is currently Manufacturing Manager for Honeywell Aerospace in their Strategic Sensors Group working on design to production issues for optical components. Kevin has been active in the implementation of solutions that enable complex engineering development for 15 years. He has led a wide range of projects, including construction of power systems for the International Space Station, manufacturing and marketing satellite control systems and components, and in implementing Lean Manufacturing, Manufacturing Execution Systems, and Product Data Management Systems. Kevin has worked for companies including Anheuser-Busch, Allied-Signal, Honeywell, Motorola, and EDS. He received a Bachelor of Science in Mechanical Engineering from Colorado State University in 1989 and an MBA from Arizona State University in 1996.

Cory Miller is Executive Director of the Arizona Council of AeA. She was appointed by Governor Napolitano to serve on the Governor’s Council for Innovation and Technology. Cory represents the interests of Arizona’s high-tech industry to legislators and officials at the local, state and federal levels of government through personal and collaborative lobbying of high-tech business issues such as e-commerce, R&D funding and education. She also works with AeA’s International trade policy specialists to give Arizona companies a voice in shaping trade regulation and export controls. Cory is a member of the American Society for Engineering Education (ASEE), the American Society of Training and Development (ASTD) and Phi Theta Kappa, a national honorary scholastic fraternity. Cory is a Magna Cum Laude graduate of Loyola Marymount University.

Richard J. Millies became Deputy Director of the Defense Security Cooperation Agency in September 2001. Prior to this, he was Director of Policy, Office of the Secretary of the Air Force, International Affairs. He has extensive experience working international affairs issues, particularly those associated with technology transfer, weapons sales, and political-military affairs. Much of his work experience was in the Department of the Air Force, but he has also worked for the Navy Department, Drug Enforcement Administration, and Office of Management and Budget. He has a BA from Fordham University, MS in Foreign Service from Georgetown University, and MBA from Southern Illinois University. Mr. Millies attended executive development programs at Harvard and M.I.T. He was also an Air Force Reserve Officer for over 20 years.

Baudirektor Holger W. Mundt was appointed Deputy Director, Land Systems, Information Technology with the German Liaison Office for Defense Materiel USA/Can. on 1 October, 2002. After several positions in international programs in Germany , California , and Las Vegas , Mr. Mundt became a Professor and Branch Head for Weapons, Ammunition, and Missiles at the Academy for Defense Technology and Defense Administration in Mannheim , Germany . He joined the Armed Forces in 1977 and received his Masters Degree in mechanical engineering from the University of the Armed Forces in Hamburg in 1983.

Ms. Sue C. Payton is the Deputy Under Secretary of Defense (Advanced Systems & Concepts). In this role, she has oversight responsibilities for technology transition programs to include: Advanced Concept Technology Demonstrations, Joint Warfighting Program, Foreign Comparative Test, Defense Acquisition Challenge, Technology Transition Initiative, ManTech, Defense Production Act Title III, Dual Use S&T, and TechLink. Prior to taking this position in September, 2001, Ms. Payton was the Vice President, Applied Technology of ImageLinks, Inc. and the Director of the National Center for Applied Technology. Ms. Payton received a Bachelor of Science Degree from Eastern Illinois University, and a Master of Science in Systems Management/Systems Technology from the University of Southern California. She is a 1998 graduate of the Goizueta Business School, Emory University Executive Program.

Jim Perlow, is the President of the Arizona Manufacturing Network, an extension program of the Greater Phoenix Chamber of Commerce.  The network's purpose is to provide Tier One supplier response, to the large OEM's, while maintaining the agility and pricing structure of smaller facilities. Jim is also the VP & General Manager of Jet Products Co., Inc., an Arizona Corporation servicing the Aerospace and Defense clusters, locally as well as globally.  He has served on numerous local taskforces and committees to promote the positive impact manufacturing brings to a sound economic development strategy.

Jeff Pino was appointed Senior Vice President of Marketing and Commercial Programs for Sikorsky in February 2002. Mr. Pino joined Sikorsky following nearly 17 years with Bell Helicopter Textron. His last position at Bell was Senior Vice President, Commercial Business Unit. Mr. Pino joined Bell in 1985 and held various positions within the company including Vice President of Sales and Marketing, Executive Director for Europe, Director for Latin America, and Regional Manager for South America. Mr. Pino is a Master Army Aviator and served in the U.S. Army as an operational pilot and development test pilot/project officer on the Army’s OH-58D Kiowa Warrior. He holds FAA Commercial Instrument and Certified Flight Instructor ratings in both helicopters and airplanes. Mr. Pino is an active aerobatic and air show pilot. He is a graduate of the University of Arizona and completed his Master’s Degree in Business Administration and Management from Webster University in St. Louis. Mr. Pino is fluent in both Spanish and Portuguese.

Gregory B. Raupp , (B.S. ChE with Distinction Purdue University, 1976; M.S. Ch.E. Purdue University, 1978; Ph.D. University of Wisconsin, 1984) is Professor of Chemical Engineering at Arizona State University and Director of the new Flexible Display Center at Arizona State University. He is an active researcher in application areas that span many engineering disciplines, from processes and novel materials for flexible electronics and displays, microelectronics and packaging, to biocompatible and “smart” responsive coatings. He has published more than 100 technical papers and is the holder of two U.S. patents. Prior to assuming the Director’s position at Center launch this year, he was the Associate Vice President for Research for the university, and from 1999-2002 he was Associate Dean for Research in the Fulton School of Engineering.

Rod Schmitke is Counsellor Defence R&D, at the Canadian Embassy in Washington, where he is responsible for liaison in defence science and technology with the US Department of Defense. He is also the Canadian Deputy for The Technical Cooperation Program. During the past twenty
years, he has held various managerial positions in Defence R&D Canada. This included four years (1994 to 1998) as Counsellor Defence Research and Development ( Europe), with responsibility for liaison in defence S&T between Canada and the United Kingdom, Netherlands, Germany, Norway,
Denmark and Sweden. Prior to joining the ranks of management, his research in defence science included: hydrodynamics, stability and dynamics of hydrofoil craft; developing analytical models and computer programs to predict ship motion in waves; optimization of frigate hull forms for
seakeeping; and ship resistance prediction.

Peter Slate is the Founding CEO of Arizona Technology Enterprises LLC (AzTE) ASU’s private technology commercialization company. Prior to forming AzTE, Mr. Slate was with Baxter International, Inc., where he founded Baxter’s Global Outlicensing Group and served as Director of Corporate Development specializing in mergers, acquisitions and corporate strategy. Prior to joining Baxter, Mr. Slate served as Senior Counsel to Zenith Electronics Corporation, responsible for corporate restructuring and commercial transactions. Mr. Slate has extensive experience structuring technology-based ventures with both public and private companies. He was also a corporate and venture capital attorney with the law firm of Katten, Muchin and Zavis in Chicago. Mr. Slate has a BA from the University of Michigan, a JD from George Washington University, and an MBA from the Kellogg Graduate School of Management.

Dr. Jennifer Stewart is the Director General, Washington DC Region of the Department of Public Works and Government Services Canada (PWGSC) and Counsellor for Defence Procurement at the Canadian Embassy in Washington. Dr. Stewart's office also supports the PWGSC International Cooperation Initiative, which facilitates knowledge and best practice sharing between Canada and the U.S. in the area of common services. Dr. Stewart is the current Chairman of the Foreign Procurement Group, a network of 25 countries who participate in the US Security Assistance Program. Dr. Stewart joined the Public Service in 1980. During her career, she has held various executive positions including Director, Human Resources Programs, PWGSC; Senior Program Advisor, Central Region, Department of Supply and Services (DSS); and Director of Evaluation, DSS. Dr. Stewart has a Ph.D. in English and Philosophy from McGill University.

Bill White is the CIO and Senior Vice President of ICS at Amkor Technology, Inc. Bill directs Amkor’s worldwide Information Technology infrastructure operations, software applications management and the supply chain electronic commerce initiatives. In his current role at Amkor, Bill is leading a corporate wide systems modernization that will serve the needs of 20,000 personnel worldwide. Amkor Technology currently has major factory operations in Korea , Philippines , Japan , China , and Taiwan with sales throughout the world and business management centered in the United States . Bill brought thirty-five years of cross industry experience to Amkor Technology. He held senior positions at Electronic Data Systems, McDonnell Douglas, Ademco/Borg Warner, General Motors, and Collins/Rockwell. He has a Bachelor of Science degree in Mechanical Engineering from Iowa State.

David Whiteree is Chairman of IDEEA, Inc., a Virginia company founded in 1985. He is Chief Executive and Founder of the ComDef series of exhibitions and symposia. Quentin Whiteree has been President and Chief Operating Officer of IDEEA, Inc. since 1 January, 1999. Prior to this, he was Vice President of the company, responsible for business focus, with an emphasis on emerging information and computer technologies. He joined IDEEA, Inc. in 1987 and has held a series of appointments within the company. He holds a joint BA honors degree in marketing from Strathclyde University, Scotland and is a past President of its Wine Appreciation Society. Mr. Whiteree is a member of the National Press Club.

Albert L. Winn is vice president of Apache programs for The Boeing Company in Mesa , Ariz. , home of the AH-64D Apache Longbow multi-role combat helicopter and a variety of military support programs. As the Apache program manager, Winn leads the company's global efforts to produce and sell the world's most advanced multi-role combat helicopter to a growing number of customers around the world. Winn, who joined Boeing in 1984, was named to his current position in 2001. Winn received his bachelor's degree in aerospace engineering from California Polytechnic State University in 1968 and his master's degree in aerospace engineering from the University of Southern California in 1974. Winn is a member of the American Helicopter Society, the Association of United States Army, and the Army Aviation Association of America.

Major General M.D. Wood CBE is Director General Logistics (Supply Chain). He is responsible for the DLO’s Domain relationship with the Permanent Joint Headquarters and has executive control over the following elements of the DLO: Directorate Supply Chain (integration); Corporate Technical Services; the Defence Munitions Group; the Defence Catering Group; the Defence Fuels Group; the Pay As You Dine Project Team; the Medical Supplies Agency; the Defence Storage and Distribution Agency; the Defence Transport and Movements Agency; the British Forces Post Office and the Future Defence Supply Chain Initiative Project Team. He served briefly as the Senior British Liaison Officer with HQ USEUCOM in Stuttgart, Germany at the beginning of 2003 before moving on promotion to Major General to the Defence Logistics Organisation.
