Bruce C. Bade is Director, Pacific Armaments Cooperation, in the Office of the Secretary of Defense. His Directorate supports the Under Secretary of Defense (Acquisition, Technology and Logistics) as the Department of Defense focal point for cooperation in defense equipment acquisition with nations in Asia, the Pacific, the Americas, Africa, and the Middle East.  Mr. Bade is a member of the Senior Executive Service and is retired from the US Navy, where he served in Pacific Fleet destroyers and amphibious ships. He has served in his present position since 1994 and in international defense equipment-related positions on the Navy staff, in the Defense Security Assistance Agency, and in the Office of the Secretary of Defense since 1978.  He holds the Presidential Rank of Meritorious Executive and has earned a MS degree from the National War College, a MA degree from the University of Southern California, and a BA degree from the University of Wisconsin.  He resides in Alexandria, VA with his wife, Ginger, and is proud owner of two old Porsches and an old sailboat.

Nir Ben – Moshe is Minister Counselor at the Embassy of Israel in Washington D.C. Nir - Ben Moshe has been appointed as the new Defense Assistance and Cooperation Office representative in Washington. Ben - Moshe has served in Israel’s MoD for 12 years. In his most recent position, as the assistant to the MoD’s Director General for 3 years, he was personally involved in some of Israel’s major defense enterprises including the preparations in Israel for the war in Iraq, the construction of Israel’s defensive fence, and the MoD’s annual work plan. Prior to this, Ben Moshe was in charge of international contacts and cooperation in the MoD’s Directorate of Security. Ben - Moshe studied in the Hebrew and Tel Aviv universities. He received his Bachelor’s and Master’s degree in International Relations and Security Studies.

Jeffrey P. Bialos is Executive Director of the Program on Transatlantic Security and Industry at the Center for Transatlantic Relations at Johns Hopkins University’s School of Advanced International Studies. Mr. Bialos is also a partner in the national law firm of Sutherland Asbill, and Brennan and a senior advisor to JSA Partners. Prior to his current activities, Mr. Bialos served in several senior U.S. government positions. Most recently, he was Deputy Under Secretary of Defense for Industrial Affairs (Sept. 1999-Jan. 2001). Mr. Bialos received his J.D. degree from the University of Chicago Law School, a Master’s degree in Public Policy from the Kennedy School of Government at Harvard University , and an A.B. in history, magna cum laude, from Cornell University ’s College of Arts and Sciences.

Lieutenant General Steven W. Boutelle, USA is Chief Information Officer, U.S. Department of the Army. Previous assignments include Director for Information Operations, Networks and Space, Office of the Chief Information Officer/G6, HQ Department of the Army 2001-2003; Program Executive Officer for Command, Control and Communications Systems (PEO C3S) 1997-2001, and Project Manager for Field Artillery Tactical Data Systems (FATDS) 1992-1996. General Boutelle graduated with departmental honors from the University of Puget Sound, Tacoma, Washington with a BA degree in Business and Finance and from Marymount University in Arlington, Virginia, with a Master’s degree in Business Administration as a member of the National Honor Society. The General’s military education includes Command and General Staff College, the Defense Systems Management College and Army War College.

Rear Admiral Felipe Carvajal is the Chief of the Naval Mission and Naval Attache in Washington D.C. Before assuming his present post, he was the Director of Naval Education with the rank of Commodore. His tours at sea have included Commanding Officer of PTF Fresia, based in Puerto Williams, near Cape Horn, Command of the Missile Boat Squadron in Iquique in the north of Chile and C.O. of the Fleet Oiler “Araucano.” In 1996 and 1997 he served in Norfolk, VA as the Chilean Liaison Officer in CINCLANTFLT. During his tour he worked at Naval Doctrine Command. From 1991 till 2000 he served at the Ministry of Defense in Santiago. Rear Admiral Carvajal is a specialist in Naval Aviation and a graduate of the Naval War College in Valparaiso, Chile.

Francis M. Cevasco is President of Cevasco International, LLC. Mr. Cevasco is responsible for international policy analysis and advising on the international and domestic marketing of defense and commercial products. His efforts include assisting corporate clients resolve defense acquisition program and export problems with the US and foreign governments, preparing studies about prospects for future weapon system programs, preparing opinion surveys of US and foreign government officials and industry executives, and working with industry associations and think tanks to promote constructive change in government export control and export sales institutions. Prior to this, Mr. Cevasco was Vice President of Hicks and Associates, and, earlier, Vice President of the International Planning & Analysis Center (IPAC) (1993-1996).

Michael Clark has 39 years of experience in a wide variety of defence science and management positions. A graduate of the University of Manitoba with a MSc in Mechanical Engineering, he began his career as a scientist with the Canadian Defence Research Board where he conducted research in solid rocket propulsion. He subsequently assumed management responsibilities as Director Armaments Division and Director S&T Air in Defence R&D Canada before moving to the UK as Defence R&D Counsellor at the Canadian High Commission in London . Mr. Clark has served on both the Weapon Systems and the Aerospace Systems groups of the Technical Cooperation Program and has been a member of the Structures and Materials Panel and the Studies, Analysis and Simulation Panel of the NATO Research and Technology Organisation. In 2005, he assumed his current position as Counsellor Defence R&D at the Canadian Embassy in Washington where he is responsible for liaison in science and technology with the US Department of Defense and the US Department of Homeland Security.

Dr. Timothy Coffey is Senior Research Scientist, University of Maryland (2001 – present), & Edison Chair, National Defense University (2002 – present). Dr. Coffey was Associate Director Research NRL (1980-82), Director of Research NRL (1982-2001). He was Head, Plasma Dynamics Branch NRL (1971-75), Superintendent, Plasma Physics Division, NRL (1975-1980). Dr. Coffey was with EG&G, Inc. from 1966-71. He holds BSEE. From MIT (1962), MS Physics (1963) and Ph.D. Physics (1967) both from University of Michigan. Dr. Coffey is a Fellow of American Physical Society, Fellow Franklin Institute, Fellow Washington Academy of Sciences. He holds the Delmer S. Fahrney Medal and DoD Distinguished Civilian Service Award (both in 1991). Robert Dexter Conrad Award (2000). NRL Lifetime Achievement Award (2001).

Harrison Donnelly is editor of Military Information Technology, the authoritative publication geared exclusively to all facets of C4ISR information and communications technology as they relate to the military. He is a veteran Washington, DC, journalist with decades of experience covering information technology, defense, government and politics.

Aaron B. Fuller, III is President of the Defense Mission Engineering and Integration Division in the federal sector at Computer Sciences Corporation.  He is responsible for CSC's business supporting the U.S. Navy, U.S. Marine Corps, U.S. Missile Defense Agency, Joint Commands and Agencies, and international business based on related U.S. defense programs.  The focus of the programs range from large scale enterprise integration efforts to science and technology research.  His teams are utilizing open systems architectures and open source capabilities to provide defense mission solutions. Capabilities include the largest single team of software engineers and integrators with three consecutive Software Engineering Institute CMM Level 5 ratings, including a CMMi 5, certified in March 2004.

Hiroyuki Hatada is Deputy Director, Equipment Planning Division, Bureau of Finance and Equipment, Japan Defense Agency.  He is responsible for executive secretariat coordination for the U.S.-Japan Systems and Technology Forum and arranging a new framework for arms transfer between Japan and the U.S. to facilitate BMD-related and other cooperative development and production.  Before joining the Defense Agency, he worked at the Ministry of Economy, Trade and Industry, where his experience included formulating industrial public policies in the areas of electronics and petroleum/fuel.  He has received a Bachelor’s Degree in Engineering from the University of Tokyo , and a Master’s Degree in Business Administration from Georgetown University .

Newton Howard, PhD is currently the Founder and President of the Center for Advanced Defense Studies, a national security group in Washington DC involved in Research, Education and Innovation in the field of International Security using Intent-Centric Paradigms. Internationally he is a leading researcher on the Physics of Cognition (PoC) and the Theory of Intention Awareness (IA), and how they apply to Defense and International Security. He holds multiple U.S. patents, and is the author of several publications in the areas of military information science, computer systems theory, and strategic thinking. He affiliated with US Intelligence Community and served honorably in U.S. Armed Forces as Strategic Intelligence Officer. Dr. Howard holds degrees in Cognitive Informatics from La Sorbonne, France and Mathematical Science from the University of Oxford.

Marvin Leibstone is the U.S. Editor for NATO's Nations Magazine and Military Technology Magazine, and editor & publisher of Global Security & Trade Journal. Marvin, a retired U.S. Army Colonel, is also a senior fellow at the Potomac Institute for Policy Studies, and Adjunct Professor at Syracuse University’s Washington-based Maxwell Center for International Studies. He received his MA in  political science/international politics from George Washington University.

John Liang is managing editor of InsideDefense.com, the online component of the Inside the Pentagon family of newsletters. He maintains and updates DefenseAlert, the daily newswire on the site, as well as special reports on the defense budget, C4ISR programs and the QDR that are only available online. He is also editor of Inside Missile Defense, a biweekly newsletter that covers U.S. missile defense programs, procurement and policymaking. A journalist for more than a decade, Mr. Liang began his journalism career at The Tico Times, Central America's leading English-language newspaper based in San Jose, Costa Rica. He has also written for Bloomberg News in Taiwan and AmericasTrade, a biweekly newsletter covering international trade issues in the Western Hemisphere. Mr. Liang has a bachelor's degree in languages from Georgetown University, and a master's degree in international policy studies from the Monterey Institute of International Studies.

 Lynn Livengood, a Senior Associate with Booz Allen Hamilton, currently manages the Supplier Diversity Program for the Firm. Ms. Livengood has more than eight years experience in managing small business programs. Under her leadership, Small, Small-Disadvantaged, Minority Business Enterprise, Disadvantaged Business Enterprise, Woman-Owned, HUBZone, Veteran-Owned, and Service-Disabled Veteran-Owned businesses are extended the opportunity to compete for acquisitions and participate as subcontractors. Ms. Livengood also oversees Booz Allen's participation in federal government Mentor-Protégé Programs. In an effort to reach out to businesses across the nation, Ms. Livengood represents Booz Allen at numerous supplier diversity seminars, conferences, and trade fair events.

D. Curt Osterheld is Vice President, Business Development, L-3 Communication Systems West. He is responsible for program development and support, customer requirements, and Congressional Liaison activities in the L-3 Washington Office. Mr. Osterheld’s responsibilities are currently focused on DoD transformational communications programs, including critical roles in wideband communication systems for intelligence, surveillance and reconnaissance (ISR) assets. Additionally, he is supporting L-3 architectures for Network Centric Warfare (NCW) as well as tactical communications systems that are being used by deployed United States forces every day. Mr. Osterheld accumulated over 2500 flying hours in RF-4C, T-38 and SR-71 aircraft. While serving at the Pentagon, he held positions of responsibility on the Air Staff, the National Reconnaissance Office, and the Office of the Secretary of Defense.

Dr. W. Stephen Piper worked 15 years in the U.S. Government’s Executive Branch including assignments as senior staff advisor for Japanese technology cooperation programs in the Office of the Secretary of Defense, where he negotiated the Detailed Arrangements for Transfers of Japanese Military Technologies to the United States; Coordinator, Aerospace Trade Policy, in the Office of the U.S. Trade Representative (USTR), where he led the negotiation of the 1979 GATT Agreement on Trade in Civil Aircraft; and Assistant Director for Transportation at the White House's Council on International Economic Policy. He established Piper Pacific International in March 1989 in order to dedicate his professional efforts and experience to facilitating technology cooperation between Asia and the United States . A frequent visitor to Tokyo , he now travels about three months each year in Asia . Dr. Piper holds a doctorate in mathematics from Stanford University .

Major General Preziosa is Defense, Air and Defense Attache, Embassy of Italy, Washington DC. From August, 1999 to December 3 rd 2001, he was General Assistant to the Chief of the Air Staff, and from 15 th June 2002 to 30 th July 2002 he was detached to TAMPA (USA) as IT SNR. In December 2001 he became Deputy Chief of the Operations Department of the Italian Air Staff. During his career he attended the Basic and Advanced Courses at the Air Staff College in Florence, a Flying Safety Course and the Strategic Defense College in Rome, and he currently holds a doctorate in Diplomatic and International Affairs from the University of Trieste. Major General Preziosa is a command pilot with more than 2200 flying hours in a variety of aircraft, and he took part in flight operations in Bosnia, flying the Tornado.

Mark James Reynolds commenced duty as the Counsellor Defence Materiel in the Australian Embassy inWashington DC in January 2006. Between April 2001 and August 2004 Mark was the Director General Electronic Warfare. In August 2004 Mark was appointed Director General Electronic Systems Integration to provide the DMO with a focal point for the implementation of Network Centric Warfare. This role included a portfolio of major projects valued at approximately A$1.3b. Mark has a Diploma of Mechanical Engineering from the Royal Melbourne Institute of Technology, a Bachelor of Business and a Graduate Diploma in Applied Science (Computing) from Charles Sturt University, and a Graduate Certificate in Strategic Procurement from Deakin University.

Yoshihiro Sakaue, RADM, JMSDF (ret.) has been the Senior Advisor to the Raytheon Company since February, 2000. Rear Admiral Sakaue retired from the Japan Maritime Self-Defense Force (JMSDF) in December, 1999. The Admiral was Commander, Sub Area Activity Hanshin in December, 1998. In June, 1998, he was Commander JMSDF RIMPAC’98 Force. He was promoted to Rear Admiral, and was Commander Escort Flotilla One in July, 1996. Rear Admiral Sakaue was Head of Systems Programs Division, Maritime Staff Office, JDA in December, 1993. He graduated from Officer Candidate School and Commissioned Ensign in March, 1968, and graduated from Japan Defense Academy and joined JMSDF in March, 1967.

Suzanne C. Schwitalla is Director for Future Support Systems with AAI Corporation located in Maryland. Suzanne has over twenty years experience in industry management and as a former United States Army Officer. She is very active in leading public-private collaborative initiatives to strengthen life cycle defense acquisition management policy and procedures. In November 2005, Suzanne was recognized by the Department of Defense for individual contribution from industry towards establishing the Secretary of Defense Performance Based Logistics award. Suzanne graduated from the University of Pennsylvania, received a Master’s Degree from Boston University and just finished her International Executive MBA with Georgetown University. She is a Certified Professional Logistician with the International Society of Logistics and a member of the Aerospace Industries Association Product Support Executive Board.

Kurt A. Strauss is Director, Naval & Missile Defense Systems, Raytheon Missile Systems. Kurt’s responsibilities include identifying and developing strategy for emerging and cross-business unit opportunities in areas such as Ballistic Missile Defense (BMD), Sea Strike/Naval Fires and Sea Shield Weapon Systems. Most recently, Kurt led the Navy BMD, International BMD, SM-6/SeaFire and Tactical Tomahawk Strategy & CONOPS Development Teams. Kurt has over 2000 hours and 400 carrier landings in the F-4 Phantom and the F-14 Tomcat aircraft. Kurt was the Navy’s nominee for the Harmon Aviation Trophy and was the first F-14 “Top Cat” award winner. Kurt is a graduate of the US Navy’s Top Gun School, the University of Denver and received a Masters degree from the Naval Postgraduate School in Monterey, California.

Captain Sam J. Tangredi, USN serves as the Director of the Strategic Planning Directorate (NIPO-03) of the Navy International Program Office, the Department of the Navy’s security assistance and technology transfer organization. NIPO-03 is a new directorate tasked with developing a proactive security assistance plan for the Department of the Navy. His preceding assignment was as U.S. Defense and Naval Attaché to Greece. A surface warfare officer, he commanded USS HARPERS FERRY (LSD-49). He has served in the Pentagon as Special Assistant and Speechwriter to the Secretary of the Navy, and as Head of the Strategy and Concepts Branch in the Office of the Chief of Naval Operations. He earned a PhD in International Relations, has been a research fellow at two think-tanks, and has published two books, the latest being Globalization and Maritime Power (2002).

Ms. Julia Vollmers is a Senior Consultant at Booz Allen Hamilton and is currently the Senior Engineer for the Project Manager, Future Combat Systems (FCS) (Brigade Combat Team) Technologies. In this capacity, she is responsible for marshalling new technology across the entire FCS family of systems. In the past, she managed survivability related technologies as the active interface between the FCS program and the scientific community in government, industry and academia. Prior to joining the FCS program, she supported the USMC's Expeditionary Fighting Vehicle program, the Department of Homeland Security and DARPA. She has a Bachelor's of Science in Physics from The University of Virginia. She has been an active participant in the Nanotechnology Committee of the Northern Virginia Technology Council.

Efrat Weiss is the Senior Manager of Washington Operations for Elbit Systems of America. Efrat joined the company in 1988 holding various management and senior management positions in marketing, operations, logistics, export and import control and compliance. Efrat holds a Bachelor of Science in Business and Marketing from the University of Maryland , University College . She is also a board member of the Society for International Affairs, serving on the Planning and Education Committee.

Quentin Whiteree has been President and Chief Operating Officer of IDEEA, Inc. since 1 January, 1999. Prior to this, he was Vice President of the company responsible for business focus, with an emphasis on emerging information and computer technologies. He joined IDEEA, Inc. in 1987 and has held a series of appointments within the company. He holds a joint BA honors degree in marketing from Strathclyde University, Scotland and is a past President of its Wine Appreciation Society. Dr. Axel Widera, is Executive Vice President of MEADS International, a multinational joint venture of EADS/Lenkflugkörpersysteme (LFK) in Germany , Lockheed Martin in the United States , and MBDA in Italy . As Vice President of Programs for EADS/LFK GmbH in Unterschleißheim, Germany, Dr. Widera was responsible for the company’s short-range air defense and antitank programs. His 18-year career with LFK and its predecessor companies includes extensive management experience in international programs. His program responsibilities have included development, low-rate and series production, and integration of defense capabilities into fighter aircraft, helicopters, tanks, and ships. Dr. Widera received his doctorate and undergraduate degrees in Chemistry from Technical University Darmstadt.
