Catalysts for International Defense Cooperation

Richard G. Alpaugh is Deputy to the Commanding General, U.S. Army Security Assistance Command. Rick Alpaugh was appointed to the Senior Executive Service in this position in August 1998. He has been a prime advocate of constant improvement in the Army Security Assistance case execution process, working to implement initiatives such as the Army Case Evaluation Profile System, the automated Army Case Closure Program, the SDR Artificial Intelligence Module and most recently, as a lead proponent of the Army Activity Based Costing and Customer Satisfaction Index programs. Mr. Alpaugh was an honor graduate of the Army Materiel Command Supply Intern program. His awards include the Army Superior Civilian Service Award and a Presidential Commendation Letter. He has twice been nominated as Federal Executive of the Year for Central Pennsylvania .

Bruce C. Bade is Director, Pacific Armaments Cooperation, in the Office of the Secretary of Defense. His Directorate supports the Under Secretary of Defense (Acquisition, Technology and Logistics) as the Department of Defense focal point for cooperation in defense equipment acquisition with nations in Asia , the Pacific, the Americas , Africa , and the Middle East . Mr. Bade is a member of the Senior Executive Service and is retired from the US Navy, where he served in Pacific Fleet destroyers and amphibious ships. He has served in his present position since 1994 and in international defense equipment-related positions on the Navy staff, in the Defense Security Assistance Agency, and in the Office of the Secretary of Defense since 1978. He holds the Presidential Rank of Meritorious Executive and has earned a MS degree from the National War College, a MA degree from the University of Southern California, and a BA degree from the University of Wisconsin.

Vice Admiral (Ret.) Philip M. Balisle joined DRS Technologies in September 2005 as Senior Vice President for Maritime Strategic Plans and Programs. Vice Admiral Balisle served 36 years in the US Navy. His extensive career included serving as Commander USS ABRAHAM LINCOLN Battle Group, Director Surface Warfare, and Commander Naval Sea Systems Command.  

Frederick R. Beer is the Director, International Agreements Division, Navy International Programs Office. His office is responsible for the development, negotiation, and oversight of all Department of the Navy research, development and acquisition-related international armaments cooperation agreements. Current programs in his area of responsibility include the Multifunctional Information Distribution System, Broad Area Maritime Surveillance, AV-8B HARRIER, NATO SEASPARROW Project, F/A-18 Cooperative Support, MK 48 ADCAP Torpedo, Maritime Missile Defense, and the Joint Strike Fighter. He is a frequent guest instructor on international armaments cooperation at the Defense Acquisition University. Mr. Beer holds a Bachelor's degree from the University of Maryland, and a Masters degree in Finance (MBA) from The George Washington University.  

Commander Steven C. Boraz, USN is the Deputy Assistant Program Manager for Maritime Domain Awareness and Fusion at Program Executive Officer, Command, Control, Communications, Computers, and Intelligence (PEO C4I) in San Diego, CA. He graduated from the Miami ( Ohio) University in 1990 and completed the Naval Intelligence Officer Basic Course in 1991. His operational assignments include tours aboard the USS John F. Kennedy, and on the staff of Commander, THIRD Fleet. His shore assignments have been at the then-U.S. Atlantic Command, where he was a Cuban defense and political analyst and also directed the Russian Maritime Watch, and at U.S. Southern Command, where he directed the Intelligence Watch and was aide to the Director of Intelligence. Then Lieutenant Boraz earned a Master of Arts in National Security Affairs ( Western Hemisphere) graduating with distinction.

Frank Cevasco is President of Cevasco International, LLC. His firm provides advice to domestic and international aerospace and defense corporations about strategic positioning, defense acquisition programs, and strategic partnering. His firm has also prepared studies for DoD and Washington think tanks regarding transatlantic security, cooperative RD&A programs, export control reform, and export sales reform. Prior to entering the private sector he served as Assistant Deputy Under Secretary of Defense for International Development and Production Programs where he was principal resident advisor to several Under Secretaries of Defense (AT&L) regarding international program cooperation and international agreements.

Commodore G.D. Christian AM, RAN is Naval Attache at the Australian Embassy in Washington DC . Commodore Christian is a Seaman Officer who has specialized in Above Water Warfare. He served in command of HMAS NEWCASTLE from 2002 to 2004, including duties as the Multi-national Naval Task Group Commander in Iraq in late 2003. He has also commanded HMAS MELBOURNE from 1996 to 1998, the shore establishment HMAS COONAWARRA in 2000 and was the inaugural Force Element Group Commander for the RAN Patrol Boat Group from 2000 to 2002. In that role he was dual hatted serving also as the Senior Naval Officer Northern Australia. He is a graduate of the Naval Command College at the United States Naval War College , where at the same time he completed MBA studies at Salve Regina University , Rhode Island in 1999.

Peter J. Dougherty is a Senior Foreign Policy Analyst at the Defense Technology Security Administration (DTSA), Office of the Secretary of Defense (Policy). In this capacity, he oversees technology transfer and releasability policy for proposed munitions transfers and national disclosures. Mr. Dougherty has served as a DoD policy delegate to numerous international fora including the AUSMIN Defense Policy Talks and Defense Acquisition Committee; the U.S./UK Bilateral Defense Acquisition Committee; the U.S./Japan Systems and Technology Forum, the U.S./India Defense Policy Group and the U.S./Singapore Defense Cooperation Committee. Currently, Mr. Dougherty is DTSA’s United Kingdom, Australia, and Canada Policy Officer. Mr. Dougherty received his B.S. in Finance from Stonehill College and completed his Master's requirements in Strategic Studies at the Army Senior War College, Carlisle Barracks PA.

Riki Ellison is President and Founder of the Missile Defense Advocacy Alliance (MDAA), a non-profit organization, and its mission is to advocate for deployment and development of our nation's missile defense system. MDAA has over 9,000 active members. Ellison has more than twenty five years of experience bringing this issue to the American public view by advocating and educating on the importance of a missile defense system to protect our country. He is one of the top experts on the need for Missile defense, and is the premier spokesperson with the media throughout the world. His interviews, news releases and views have been carried by AP, UPI, Reuters, New York Times, Washington Post, USA TODAY, several publications in Europe and Asia and MSNBC.

George Galdorisi is Director of the Decision Support Group at SPAWAR Systems Center San Diego where he helps direct the Center’s efforts in strategic planning and corporate communications. Prior to joining SSC San Diego, he completed a 30-year career as a naval aviator, culminating in 14 years of consecutive experience as executive officer, commanding officer, commodore, and chief of staff. He is a 1970 graduate of the United States Naval Academy and holds a Masters Degree in Oceanography from the Naval Postgraduate School and a Masters Degree in International Relations from the University of San Diego. He graduated from both the Naval War College’s College of Command and Staff and the College of Naval Warfare, and in 1994 he received the Naval War College’s Admiral John Hayward Award for Academic Achievement. Additionally, he is a graduate of MIT Sloan School’s Program for Senior Executives.

K. Eileen Giglio is Assistant Deputy Under Secretary of Defense for Strategic Plans and Initiatives in the Office of Business Transformation and manages acquisition transformation and initiatives to implement acquisition reform concepts. She served as the Director, Special Projects for Technology Security for the Under Secretary of Defense AT&L and in the Defense Technology Security Administration. For five years she served as Special Assistant to the Assistant to the Secretary of Defense for Nuclear, Chemical and Biological Defense Programs. Ms. Giglio served at the White House, State Department, the Arms Control and Disarmament Agency and as Defense Assistant to Rep. Hal Daub (R-Nebraska). Ms. Giglio is a Senior Executive Fellow of Harvard University’s JFK School of Government. She graduated from the University of Nebraska with a major in Political Science and a minor in German.

James I. Gillespie, Jr. joined Computer Sciences Corporation in 2006 as Director of Joint and Coalition Programs responsible for Navy, Joint, and International C2 opportunities. For the previous 19 years, Mr. Gillespie was Director of Missile Defense Programs for Lockheed Martin MS2 responsible for development, test, and new technologies including successful delivery of key Navy programs to provide initial at-sea BMD capability. Mr. Gillespie has also served as LM manager for TBMD and AEGIS Anti-Air Warfare programs and a senior operations analyst. Mr. Gillespie served over 24 years as a Navy Surface Warfare Officer on active/reserve duty from which he retired as a Captain. He earned a BS and BA from Penn and an MS in OR from US Naval Postgraduate School in addition to studies at the Naval War College, DSMC, and other civilian programs.

Lieutenant General Wallace C Gregson retired from the US Marine Corps in 2005, after a 37 year career. He commanded at every level from platoon to major field command, and served in high staff responsibilities in the Office of the Secretary of Defense as Director, Asia and Pacific. He last served as commander of all U.S. Marine Corps Forces in Japan and subsequently as commander of all Marine Corps forces in the Pacific and Central Command areas of responsibility.

Dr. R. Robinson Harris is Director of Business Development, Lockheed Martin Maritime Systems & Sensors, Baltimore , Maryland . Before joining Lockheed Martin, Dr. Harris served 30 years in the United States Navy, retiring in the grade of Captain. Captain Harris served on the personal staff of the Chief of Naval Operations (OP-00K) as the CNO’s Assistant for Long Range Planning, as Executive Assistant to the Deputy Director for International Negotiations, Joint Chiefs of Staff and Executive Assistant to the Assistant to the Chairman, Joint Chiefs of Staff. His last assignment was Executive Director of the CNO Executive Panel (N00K), 1995-1998. In this capacity he was responsible for strategic planning for the Chief of Naval Operations and direction of the CNO’s “think tank.”

Thomas J. Kuntz is the Aegis BMD Director for International Programs. He is responsible for directing the planning and execution of cooperative, FMS and other international efforts involving Aegis and sea-based BMD. He came to this position in 2002 after attending the Industrial College of the Armed Forces (ICAF) at the National Defense University where he received a master’s degree in National Resource Science and completed the Defense Acquisition University ’s Senior Acquisition Course. Prior to attending ICAF, Mr. Kuntz was the Deputy Program Manager for Fleet Introduction and Lifetime Support, PEO TSC-F1, at the Naval Sea Systems Command where he was responsible for all aspects of lifetime support for U.S. Navy surface combatants as well as follow-on support FMS cases managed by the PEO for Theater Surface Combatants, integrating activities across multiple organizations.

John Liang is managing editor of InsideDefense.com, the online component of the Inside the Pentagon family of newsletters. He maintains and updates DefenseAlert, the daily newswire on the site, as well as special reports on the defense budget, C4ISR programs and the QDR that are only available online. He is also editor of Inside Missile Defense, a biweekly newsletter that covers U.S. missile defense programs, procurement and policymaking. Mr. Liang began his journalism career at The Tico Times, Central America 's leading English-language newspaper based in San Jose , Costa Rica . He has also written for Bloomberg News in Taiwan and AmericasTrade, a biweekly newsletter covering international trade issues in the Western Hemisphere . Mr. Liang has a bachelor's degree in languages from Georgetown University , and a master's degree in international policy studies from the Monterey Institute of International Studies.

Captain (NOR Navy) Jon Meyer was appointed Naval Attaché and Assistant Defence Attaché at the Norwegian Embassy in Washington DC on 1 August 2003 . In the period 1999-2003 he served in the Naval Staff, first as Head, procurement section, then as Chief, Plans and Policy Division. . In 1996, he was appointed as Commander Training Norwegian FPBs. Captain Meyer served from 1991 as Head, Tactical Division at the Naval Training Establishment, Tactical School . He has served 7 years on fast attack craft (FPB), and his first command of an FPB was in 1983. Captain Meyer served as a Squadron Commander 1989-91, being in command of 6 FPBs. Captain Meyer has completed the Norwegian Naval Staff College ’s junior and senior courses, and the Norwegian Defence College .

Christopher A. Miller was appointed Acting Program Executive Officer, Command, Control, Communications, Computers and Intelligence (PEO C4l) on August 11, 2006 . Mr. Miller was selected as a member of the Senior Executive Service in May 2006 and assumed his current position as Executive Director for PEO C4l. As Executive Director, Mr. Miller leads the program evaluation and integration efforts for all of the Navy’s C4l acquisition programs of record. Mr. Miller was appointed Technical Director for PEO C4l in 2004, and in 2005 was selected as the PEO’s Director of Modernization. He received his Bachelor of Arts degree from Vanderbilt University through the Naval Reserve Officer Training Program.

Penn E. (Pete) Mullowney is Vice President for Unmanned Aircraft Systems (UAS) Strategy and Business Development at AAI Corporation., He leads the UAS BD Team in pursuing, winning, and executing advanced UAV and C4I programs as well as advanced technology projects. He is also the chief strategic, marketing, and business planner for the AAI UAS Business Unit. Prior to AAI, Mr. Mullowney was President of The Stratos Group, Inc. (TSG). While at TSG he provided management expertise and engineering support on UAS programs such as the Hunter, Outrider, and Tilt-Rotor UAS. Prior to TSG, Mr. Mullowney had a distinguished 24-year career in the US Navy. Mr. Mullowney holds MAe (’72) and AeE (’73 Aero Electronics) degrees from the Naval Postgraduate School, and a BMe degree (’65) from Auburn University.

Vago Muradian is the Editor of Defense News, the world’s leading defense news weekly with correspondents in eleven countries. Before joining Defense News, Muradian was the Managing Editor of Defense Daily International and the business and international reporter for Defense Daily. Muradian joined Defense Daily from Air Force Times, the top U.S. publication covering the U.S. Air Force. He covered global operations, including Europe, Haiti, Somalia and Zaire. Before covering the Air Force, he served as Defense News’ land warfare reporter. Muradian started his career at Inside the Army.

Commodore P Murugesan assumed the duty as the Naval Attache at the Embassy of India, Washington DC on 28 Feb 05. Prior to this, he was the Principal Director of Naval Operations at Naval Headquarters, New Delhi from January 2004 to mid February 2005. From Dec 2002 to Jan 2004, then Captain Murugesan was Commanding Officer of INS Ranjit (Kashin Class Destroyer). The ship, during his command, was awarded the Chief of the Naval Staff Unit Citation for exceptional performance and also selected as the Best Ship of the Eastern Fleet for the year 2003-04. Earlier, in the rank of Commander, he received his M Phil degree in Strategic Studies from Madras University, from where he had earlier obtained his M Sc degree in Defence Studies.

Dr. W. Stephen Piper worked 15 years in the U.S. Government’s Executive Branch including assignments as senior staff advisor for Japanese technology cooperation programs in the Office of the Secretary of Defense, where he negotiated the Detailed Arrangements for Transfers of Japanese Military Technologies to the United States; Coordinator, Aerospace Trade Policy, in the Office of the U.S. Trade Representative (USTR), where he led the negotiation of the 1979 GATT Agreement on Trade in Civil Aircraft; and Assistant Director for Transportation at the White House's Council on International Economic Policy. He established Piper Pacific International in March 1989 to facilitate technology cooperation between Asia and the United States. A frequent visitor to Seoul, Taipei, and Tokyo, he now travels about three months each year in Asia. Dr. Piper holds a doctorate in mathematics from Stanford University.

John C. Porter is Deputy Director, Business Development, Aircraft Systems Group, General Atomics Aeronautical Systems, Inc. Mr. Porter is responsible for leading the company’s international and domestic business development efforts, public relations, marketing and proposal development as well as overseeing programs, customer training and deployments. John Porter has more than 39 years of management and leadership experience, including 20 years in military combat aviation with the U.S. Navy and 12 years in UAV system management. During his naval career, Mr. Porter attended flight training and was assigned to various fighter squadrons where he amassed more than 5,500 flight hours and 302 combat missions in Southeast Asia. He holds a bachelor’s degree in aeronautical engineering from Princeton University.

Andrew Radcliffe is Counsellor Defence Equipment, British Embassy, Washington DC. Since joining the Ministry of Defence in 1979, Andrew has undertaken roles in procurement, international relations, policy & science and technology. His career has taken him to the US Navy Sea Systems Command in Washington DC (US/UK Surface Ship Torpedo Defence Joint Project): London (Commercial Manager Anglo-Italian helicopter program, EH101, and the UK’s Merlin Anti Submarine Warfare helicopter) and at the Defence Procurement Agency in Bristol (Eurofighter/Typhoon, International Relations Group & Commercial & Procurement Director): NATO (Munich) Eurofighter/Tornado management agency. He has a BA in Geography, is a Member of the Chartered Institute of Purchasing & Supply and has a Diploma in Purchasing and Supply.

Mark James Reynolds commenced duty as the Counsellor Defence Materiel in the Australian Embassy inWashington DC in January 2006. Between April 2001 and August 2004 Mark was the Director General Electronic Warfare. In August 2004 Mark was appointed Director General Electronic Systems Integration to provide the DMO with a focal point for the implementation of Network Centric Warfare. This role included a portfolio of major projects valued at approximately A$1.3b. Mark has a Diploma of Mechanical Engineering from the Royal Melbourne Institute of Technology, a Bachelor of Business and a Graduate Diploma in Applied Science (Computing) from Charles Sturt University, and a Graduate Certificate in Strategic Procurement from Deakin University.

Alan R. Shaffer is the Director, Plans & Programs, Office of the Director, Defense Research and Engineering, Department of Defense. In this position, Mr. Shaffer is responsible for budget and planning oversight of the entire Department of Defense Science and Technology Program. Mr. Shaffer earned a Bachelor of Science Degree in Mathematics from the University of Vermont in 1976, and was commissioned in the United States Air Force. He was then assigned to the University of Utah, where he earned a second Bachelor of Science Degree in Meteorology. He also earned a Master of Science in Meteorology from the Naval Postgraduate School (with distinction). In 1993, he was assigned to the Industrial College of the Armed Forces, Ft. McNair, D. C., where he was awarded a Master of Science in National Resource Management.

Thomas M. Shew is the corporate coordinator of Naval Integrated Fire Control for Raytheon Company, and is Sr. Manager in the Naval Weapon Systems directorate within Raytheon Missile Systems in Tucson, Arizona. Mr. Shew is a graduate of Purdue University and California State Polytechnic University, holding a BSME and MSE. He has 27 years professional experience in weapon system design, development, production, integration and test. He has worked in the areas of missile propulsion, guidance, signal processing, control and radar and weapon system design and integration at General Dynamics, Hughes Missile Systems, STANDARD Missile Company and Raytheon Company. Mr. Shew currently leads the system engineering, integration and test for the Naval Integrated Fire Control-Counter Air program within Raytheon Company.

Captain Sam J. Tangredi, USN serves as the Director of the Strategic Planning Directorate (NIPO-03) of the Navy International Program Office, the Department of the Navy’s security assistance and technology transfer organization. NIPO-03 is a new directorate tasked with developing a proactive security assistance plan for the Department of the Navy. His preceding assignment was as U.S. Defense and Naval Attaché to Greece . A surface warfare officer, he commanded USS HARPERS FERRY (LSD-49). He has served in the Pentagon as Special Assistant and Speechwriter to the Secretary of the Navy, and as Head of the Strategy and Concepts Branch in the Office of the Chief of Naval Operations. He earned a PhD in International Relations, has been a research fellow at two think-tanks, and has published two books, the latest being Globalization and Maritime Power (2002).

David Whiteree is Chairman of IDEEA, Inc., Chief Executive and founder of the ComDef series of exhibitions and symposia. IDEEA, Inc. is a full service international business development and marketing company established in Washington DC . Mr. Whiteree is founder/publisher of “Common Defense Forum”.

Quentin Whiteree has been President and Chief Operating Officer of IDEEA, Inc. since 1 January, 1999 . Prior to this, he was Vice President of the company responsible for business focus, with an emphasis on emerging information and computer technologies. He joined IDEEA, Inc. in 1987 and has held a series of appointments within the company. He holds a joint BA honors degree in marketing from Strathclyde University, Scotland and is a past President of its Wine Appreciation Society. Mr. Whiteree is a member of the National Press Club.

Major General Richard C. Zilmer is Deputy Commanding General, I Marine Expeditonary Force; and Commanding General, 1 st Marine Expeditonary Brigade. From June 2004 to September 2005 Major General Zilmer commanded the Marine Air Ground Task Force Command at Twenty Nine Palms, California. Prior to this, Major General Zilmer was assigned as Director, Strategy and Plans Division, Plans, Policies and Operations Department at Headquarters, U.S. Marine Corps, Washington, D.C. In July 2000, Major General Zilmer was assigned to the United States European Command in Stuttgart, Germany where he served as the Deputy Director of Operations and the Director, Counter Terrorism Joint Planning Group. Major General Zilmer has attended the Infantry Officers Advanced Course at Fort Benning, GA, the Marine Corps Command and Staff Course at Quantico, VA, and the Naval Ware College at Newport, RI.
