Capt. Kenneth D. Beeks, USN (Ret.) is a Vice President at Business Executives for National Security (BENS), a national, non-profit, non-partisan group of business leaders working to bring their expertise and experience bear on our nation’s security challenges. Ken heads BENS’ efforts to bring better business practices to the Pentagon’s business processes to free resources for reinvestment in war-fighting capability – or moving money from the “Tail” to the “Tooth”. A graduate of the United States Naval Academy in 1976, and of the Navy Test Pilot School , Ken retired from the Navy in 2000. During his career, Ken flew helicopters off of small ships, commanded a helicopter squadron, was a test pilot on numerous programs ranging from new helicopters to blimps, and served in several policy and analysis positions.

Jeffrey P. Bialos is Executive Director of the Program on Transatlantic Security and Industry at the Center for Transatlantic Relations at Johns Hopkins University’s School of Advanced International Studies. Mr. Bialos is also a partner in the national law firm of Sutherland Asbill, and Brennan and a senior advisor to JSA Partners. Prior to his current activities, Mr. Bialos served in several senior U.S. government positions. Most recently, he was Deputy Under Secretary of Defense for Industrial Affairs (Sept. 1999-Jan. 2001). Mr. Bialos received his J.D. degree from the University of Chicago Law School, a Master’s degree in Public Policy from the Kennedy School of Government at Harvard University , and an A.B. in history, magna cum laude, from Cornell University ’s College of Arts and Sciences.

Dr. Hans Binnendijk is currently Roosevelt Chair at the National Defense University and Director of the Center for Technology and National Security Policy. From 1999-2001, Dr. Binnendijk was Special Assistant to the President and Senior Director for Defense Policy and Arms Control, National Security Council, and received the Distinguished Public Service Award. From 1994 -1999 Dr. Binnendijk was Director, Institute for National Strategic Studies, National Defense University, also receiving a Distinguished Service Award. Previous appointments include Principal Deputy Director, Policy Planning Staff, Department of State – 1993-1994, and Director, Institute for the Study of Diplomacy, Marshall B. Coyne Research Professor, Georgetown University – 1991-1993.

The Honorable Franklin D. Kramer, J.D. is a Distinguished Research Fellow at the Center for Technolo9gy and National Security Policy. Mr. Kramer was Assistant Secretary of Defense for International Security Affaris from March 1996 to February 2001, and Deputy Assistant Secretary for European and NATO Affairs from January 1996 to March 1996. He has also served as the Principal Deputy Assistant Secretary of Defense for International Security Affairs from 1979 to 1981, and as Special Assistant to the Assistant Secretary of Defense for International Security Affairs from 1977 to 1979.

John Manferdelli, Ph,D., has worked as a senior researcher, software architect, product unit manager, general manager and most recently a distinguished engineer at Microsoft. His contributions include the development of the next-generation secure computing base technologies and the rights management capabilities currently integrated into Windows, for which he was the original architect. He joined Microsoft in February 1995 when it acquired his company, Natural Language Inc. based in Berkeley.  He is currently the General Manager of incubation in Craig Mundie’s CTO office. Manferdelli has a bachelor’s degree in physics from Cooper Union for the Advancement of Science and Art and a Ph.D. in mathematics from the University of California, Berkeley.

Mike Patterson is a President & CEO of WorldTech Inc., a Dulles Corridor technology research firm and world leader in global technology scouting. WorldTech works under contract to U.S. Government agencies like NASA , U.S. Department of Defense , U.S. Army , U.S. Navy and multinational firms to scout for emerging defense and security technologies in the U.S. and 150 other countries. WorldTech makes its best technology finds at international venture capital conferences. Mike is a frequent guest speaker at international venture capital, international science park, international defense association, and S&T conferences in such venues as Helsinki , London , Berlin , Wellington , Sydney , Ottawa and Tallinn , Estonia .

Terry J. Pudas is Director, Office of Force Transformation. The Office of Force Transformation provides recommendations for linking the Departments transformation efforts to strategic functions, evaluates the transformation efforts of the Military Departments, and promotes synergy by recommending steps to integrate ongoing transformation activities. Other responsibilities of the office include monitoring Service and Joint experimentation programs and making policy recommendations to the Secretary and Deputy Secretary of Defense. He is a 1969 graduate of the University of Washington . In addition to his Bachelor of Science degree he holds a Master of Arts degree in National Security and Strategic Studies from the Naval War College and a Master of Arts degree in Management from Webster University .
